Volume 6, Chapter 69, Now is not the time

Sha Zhengyang's style is very consistent with Tan Wenyao's appetite. He just talks about things, without going around the circle, and is straightforward.

What you should do, when to do what you should do, your responsibilities and rights are clear one by one, and what he should do, he will also explain, each performs his responsibilities and do his best.

Just like after the establishment of Akjiubin Oil and Gas Co., Ltd., Sha Zhengyang never asked about the specific operation, that is, Tan Wenyao gave a suggestion when talking about it. As for the specific operation and implementation, he never asked about it, only asked about the results.

And what Sha Zhengyang should do, he doesn't need you to worry too much, so he will naturally handle it.

This kind of working method with clear responsibilities and rights also makes everyone feel relaxed and responsible, and can also avoid unnecessary contradictions.

"Mr. Sha, what you just said must be my job, but you are the leader of the group and you need guidance as well." Tan Wenyao said with a smile.

"Guidelines are also principled. How to do it specifically and achieve the goal and achieve the results. It should be something that your Akjiubin Oil and Gas Co., Ltd. management team is concerned about. My work at this stage has been completed, that is, the negotiations with CNPC are successfully completed, and you can load and leave the car at the end of the month."

Sha Zhengyang paused and said, as if he was thinking about something.

"I am still following up with JP Morgan and I, the people in the JP Morgan field, will not relax, but the conditions will definitely not be mature in the short term. As for the pipeline project with Atlau, the same is true. I guess it will not be able to really talk until mid-next year. First of all, you have to get on the right track."

Tan Wenyao also knew that the subsequent projects were just a summary, and they all needed to be established in the full resumption of production of these two oil fields under Akjiubin Oil and Gas Co., Ltd., and to reach the original heyday state, so that they could have the confidence to talk about other things.

"Mr. Sha, I have several things under my command. First, the resumption of production, and this work is already being done; second, we have started to explore the Kenkiyak Salt Oilfield exploration plan, but this is estimated to be no effect in less than two years, so we are mentally prepared; third, we will re-compile the development plan of the entire company in order to obtain approval from the Ministry of Energy and Minerals of Harbin. This question is not easy to do, but it must be done..."

Tan Wenyao has already talked with Sha Zhengyang about this issue.

At present, both the development plans of Nanol and Kenkiyak follow the former Soviet Union's model. According to Kazakhstan's laws, resource mining must be prepared and approved by the Kazakhstan Ministry of Energy and Minerals before it can be implemented.

However, the existing solutions are obviously behind the times, and basically use old technologies from the 1970s and 1980s, and use very little new technologies and new equipment, so this is also an important factor in the troubles of Akjiubin Petroleum Company.

Now the new Akjiubin Oil and Gas Co., Ltd. is to re-program the plan, win the approval of the Ministry of Energy and Minerals of Harbin, and promote development.

"Old Tan, on the issue of preparing the plan, I suggest you should bring more Kazakhstan technicians in to impress them technically, otherwise they may become a resistance. Many of the people in Kazakhstan Energy and Minerals themselves follow the former Soviet Union's technical thinking model and do not recognize our technology. If we are not consistent within us, I guess there will be trouble if we pass it."

Sha Zhengyang's suggestion also made Tan Wenyao nod: "I have also considered this issue, that is, I plan to invite the main technicians of Kazakhstan to our Hanchuan to inspect our mining and production technology and models on site, so that they can see that Chinese oil companies may have been little brothers in the past, but they should be treated with admiration for three days."

"I think it's OK. You can invite more technicians to increase representation and transparency. You can also consider inviting some employee representatives to see the operational situation of our Changhe Petroleum and enhance communication and understanding. We will not just focus on seizing their resources like the West. We must be people-oriented,..."

Tan Wenyao was also very impressed. Sha Zhengyang thought very carefully about this and took into account everything he should consider.

"Mr. Sha, there is also the issue of streamlining personnel. I guess there will be some conflicts and conflicts, but this step must be taken. There are too many people in the current market, more than 9,000 people. Our opinions are only reserved for 7,000 people. There are more than 2,000 people. They may need to lay off employees in accordance with the legal procedures of Kazakhstan. We will also compensate if we should make compensation,..."

"This step must be taken, but we must pay attention to the methods and methods. This is the first step to enter Central Asia, and we also need to consider the social impact and the next step. Lao Tan, you should understand the importance. So no matter which method you take, even if the compensation is determined according to the statutory best standards, leaving a good impression will help us in the next step."

The conversation with Tan Wenyao was very relaxed. Both of them were straightforward. They were smart people without too much intervention.

"I understand." Tan Wenyao nodded, "Mr. Sha, I have confidence here, but we can't handle it on your side alone. It's even more difficult to deal with Americans, Russians, and Kazakhstan."

"It is challenging only when it is difficult, I like challenging work." Sha Zhengyang said calmly.

The reason why the Akjiubin project can be included in the hands so quickly and easily is related to some supplementary agreements reached by Changhe Energy Group and Kazakhstan. One of the important factors is to help Kazakhstan improve its refining capacity.

Either help Kazakhstan transform one of the three major refineries, Chimkent, Atlau or Pavlodar, or build a new oil and gas processing enterprise.

Kazakhstan only think of these two paths, but Changhe Energy does not intend to follow the path set by Kazakhstan. The third path should be the winner of the Olsk refinery.

The Susurien Orsk Refinery is in Russia and belongs to a Russian company, but the source of crude oil of the Orsk Refinery has always been Akjiubin, and Orenburg is also close to Kazakhstan. If Changhe Energy Group can take over the Orsk Refinery and exchange the remaining equity of Akjiubin Oil Company and the Uzin project with two refinery shares, Sha Zhengyang thinks this is very convincing.

Of course, even without this project, Changhe Energy plans to establish a natural gas processing plant in Kazakhstan.

Kazakhstan is too wasteful in the collection and utilization of natural gas, which is simply regrettable. In China, such a abundant gas source has long been used to supply urban demand, and at least it can be used in urban heating. However, in Kazakhstan, accompanying gas has become a redundant burden. It is impossible to say that Kazakhstan is still a little bad in the basic industry.

It can be said that Sha Zhengyang once considered a variety of cooperation with Kazakhstan, such as cooperation in infrastructure, roads and heating, natural gas pipelines, etc., but now the Kazakhstan government is extremely short of funds and domestic demand is sluggish, which limits demand, and these investments will take a long time to recover the returns.

Although Sha Zhengyang knew very well that China and Kazakhstan quickly reversed the situation due to political stability and domestic unity in his previous life, and the people's living standards improved rapidly, from the current perspective, both Europe, the United States and China still have doubts about this and are unwilling to invest in these aspects easily.

This is a system of concern for all the franchised republics including Russia after the collapse of the former Soviet Union.

In fact, in the past life, except for the three Baltic countries, Kazakhstan and Azerbaijan were in good condition. The economic conditions of other countries, whether it is Ukraine, Russia, Armenia, Georgia, Belarus and Kyrgyzstan, were not well-known.

*******

It's very brief, but it's not easy to do.

To win the Orsk refinery, it involves the game of Russia's domestic political situation.

Although the Yukos Oil Company, which Khodorkovsky mastered, is Russia's most powerful oil company, it has been established by a series of vertical integration companies through privatization, such as Luke Oil Company, Surgut Oil Company, Siberian Oil Company, Tyumen Oil Company, Sitanko Oil Company, Tatarstan Oil Company, and Bashkir Oil Company.

These companies have certain competitiveness. If Khodorkovsky wants to further enhance his voice in the oil field, he needs to abandon some assets with poor aging efficiency and located in the border areas, so the Olsk refinery becomes a useless rib.

At present, Russia's domestic economic situation is extremely bad, and the president's health is poor, and the political situation is also very unstable. All forces are emerging, so concentrating certain funds is more conducive to the next decision-making. Khodorkovsky's idea should be Khodorkovsky's idea, which gives him an opportunity.

Changhe Energy Wuyang Petrochemical has sent an exchange team to Olsk to learn about the situation, and JP Morgan has frequently exchanged between Moscow and Orenburg Prefecture and started operating this project.

For the Akjiubin project, JP Morgan finally provided $200 million in financing and received a generous commission.

This is a breakthrough for JP Morgan to enter the energy field in China and is regarded as a milestone by JP Morgan, which means JP Morgan has begun to truly deal with domestic energy industry companies that are of great importance.

Now they are trying to succeed at the Olsk refinery project to further demonstrate their strong influence in the region of Central Asia and Russia.

Of course, Sha Zhengyang can see that it is successful, but he will not place all his hopes on the American side. He must also lay his own path steadily. Two-pronged approach may lead to better results.
