Volume 6, Section 68, Style

On June 7, 1997, the Kazakhstan State-owned Assets Administration officially announced the bid results. China Changhe Energy Group defeated two other opponents, Texagu and Amoko for US$310 million, and won 60.5% of the shares of Akjiubin Petroleum Company and obtained the management rights of Akjiubin Petroleum Company.

This is the first time that a Chinese company has entered Central Asia and has achieved success for the first time. Of course, in the eyes of many people, whether this is a success remains to be tested by time.

US$310 million, which is slightly higher than the bids of Texaco and Amoco. In the industry's view, if the two major oil fields under Akjiubin Petroleum can be restored to normal operations, then this price will be considered normal.

However, after the bidding results came out, Texago and Akmo said that Chinese companies do not have the ability to bring Akjiubin Oil on the right track, and Kazakhstan will pay the price for this, and even threatened that within two years at most, Kazakhstan will have to terminate the contract and push Akjiubin Oil onto the auction table again.

This is undoubtedly a provocation and a slander for Chinese companies.

This also has a lot to do with the first start of a business in the central government. Even the technical management and employees of Akjiubin Petroleum Company are full of doubts about this Chinese company.

After all, in the minds of Kazakhstan, Chinese companies were still young brothers from the former Soviet Union thirty years ago. All their industries and technologies were learned from the former Soviet Union. Now that the Chinese have money, they have acquired their companies in turn. This suspicion and disgust cannot be eliminated in a day or two.

The working group of Changhe Energy Group, which had been ready to stop, quickly rushed to Akjiubin City to hand over the handover with Kazakhstan.

At the same time, the Hanchuan Provincial Government also took the initiative to contact the Kazakh Embassy in China through the Ministry of Foreign Affairs, expressing its intention to inspect the investment environment of Akjiu Pennsylvania in Kazakh, and is preparing to invest in agricultural investment in Akjiu Pennsylvania in Kazakh and engage in the development of greenhouse vegetable planting projects.

This won a warm welcome from Kazakhstan.

At this time, Kazakhstan should be the most difficult period since the collapse of the former Soviet Union. It can be said that in the entire Kazakhstan territory, there is almost no capital willing to invest in other industries in Kazakhstan except for the international capital that Europe and the United States came to target Kazakhstan's gas resources.

The proposal of Hanchuan Province in China to invest in agricultural development in the relatively remote Akjiu Pennsylvania is undoubtedly a huge favorable news, and it is not an exaggeration to say that it is a timely help.

Of course, Kazakhstan also knew that this agricultural development project must have been cooperating with Changhe Energy Group to acquire the Akjiubin Petroleum Company project. The investment amount may not be much, but no matter what, this is a very good start.

From any perspective, investing in agriculture in Akjiu Pennsylvania, a region worthy of oil and gas resources, is a good thing.

Kazakhstan lacks vegetables, basically relying on imports, not only expensive, but also difficult to ensure. Now Chinese people are willing to come here to invest and develop agriculture, which can at least meet the needs of local residents to a large extent. This is also a measure for the local government of Kazakhstan to win the hearts of the people.

However, this is not something Sha Zhengyang needs to care about. He won the Akjiubin Oil Company, and the subsequent management team has little to do with him. Changhe Oil does not lack talents in this regard. A team of more than 50 people quickly took root in Akjiubin to carry out his work.

You Wangang and Zhong Guangbiao also went to Akjiubin City in person to cheer everyone on their work after making friends.

Four of the more than 50 people are cadres who used to work in Xinjiang who understand Kazakhstan, and three are cadres who speak roughly Russian. The one who is about to serve as general manager of Akjiubin Oil and Gas Co., Ltd. is Tan Wenyao, the former deputy director of Changhe Petroleum Engineering Department.

This is also a strong man in his early forties. He has worked in the Xinjiang oilfield for more than ten years. Later, he was transferred to Changhe Petroleum for taking care of the relationship between husband and wife. He also worked in the Changhe Petroleum drilling and mining project for several years. It can be said that he has extremely rich work experience.

According to the original opinions of both parties, the handover meeting was completed before October, but neither Kazakhstan nor China would want to see Akjiubin Oil Company, which is already on the verge of despair, continue to drag on like this. In less than a month, the handover between the two parties was officially completed in early July, and Changhe Energy Group Akjiubin Oil and Gas Co., Ltd. was officially established.

During this period, everyone overcame the difficulties of being unable to adapt to the local environment and language barriers, and carried out their work day and night, especially dealing with representatives of the original enterprise employee. This was even more difficult.

They understand that if the company does not reform at this point, it will only go bankrupt. At that time, everyone will only face unemployment, but they are also worried about whether the Chinese can run a good company when they come, so that everyone will have a bright future.

It is also under this complex sentiment that the Chinese working group began to carry out work, first of all, to make the enterprises run, and at the same time, to allow the crude oil sold to receive oil payments, otherwise the transitional payments provided here will not last long.

"Mr. Sha, have the agreement been completed?" Tan Wenyao saw that Sha Zhengyang got out of the car tiredly, and hurried forward and asked.

"Let's talk about it when you go back." Sha Zhengyang nodded.

He was too tired. Even the iron man could not withstand this repeated tossing from Yanjing to Akjiubin.

In a month, he had already tossed and fro between Akjiubin City and Yanjing four times between planes and cars.

After returning to the company's headquarters, Sha Zhengyang took a big sip and slowly recovered.

This was an old hotel. Since the company had no office space, it simply rented the hotel that closed due to poor business and transformed it into the company headquarters.

"Basically, the negotiation was completed. After two days and two nights, President Zhong and I took turns to join the battle. Minister You also personally took part. The CNPC finally agreed to accept the crude oil transported to the Dushanzi Oil Refinery from the end of this month."

Sha Zhengyang rubbed his temples with some fatigue. The twitching pain made Sha Zhengyang feel very uncomfortable. Even though he claimed to be extremely energetic, he could not stand it any more.

According to the division of labor of the group company, Tan Wenyao is responsible for the production management and operation of the entire Akjiubin Oil and Gas Co., Ltd., but Sha Zhengyang is still responsible for the specific external connection and subsequent projects, so the negotiations with CNPC are the top priority.

If Akjiubin Oil and Gas Co., Ltd. wants to quickly enter the normal operation stage, then selling crude oil and receiving cash is the top priority.

The Orsk Refinery obviously does not meet this condition. Not only is the contract oil price relatively low, but the key is that it can only arrears the oil payment, which is something that Akjiubin Oil and Gas Co., Ltd. cannot accept now.

Since the oil payment cannot be paid, we can only follow the contract rules and suspend oil transfer. This is actually a suppression of the Orsk refinery.

If you want to win the Orsk Refinery at the lowest price, it is inevitable to cut off blood from time to time. Only in this way can it slowly become thinner and be conducive to the next step of Changhe Energy Group's action.

This is also the strategy discussed by Mark and Sha Zhengyang.

"That's great." Tan Wenyao was very happy. This was the biggest bottleneck that troubled Akjiubin Oil and Gas Co., Ltd. and solved this problem. As long as production recovers, crude oil can be continuously exported to China. "Can oil payment be repaid in time?"

"If we can't do this, what else can we talk about with CNPC?" Sha Zhengyang loosened the buttons of his shirt and let out a breath of turbid air. "Our crude oil is over, and they also want to ensure our crude oil supply on the Qindu Petrochemical Phase II project. This is an exchange. Of course, in general, we have taken advantage of it, so they may participate in the subsequent projects here."

"Mr. Sha, this is not easy. CNPC has always been domineering. This time we can get this talk, and we have taken the lead and gained a foothold here. They are eager to follow up, otherwise they will never accept our crude oil." Tan Wenyao himself came from CNPC, so he naturally knew the background of CNPC.

"Yes, but now we can't say that we have gained a foothold. We must lay a solid foundation before PetroChina comes in, so that the Nanuel oil field can resume production and quickly reach the crude oil state. This is the most fundamental thing. This is also the guarantee for us to ensure that Qindu Petrochemical can get the sufficient crude oil supply of PetroChina. Otherwise, PetroChina has reason to make a fuss about it." Sha Zhengyang reminded.

"Well, I have arranged the relevant personnel to start this, and there will be a result soon." Tan Wenyao is also an old oil man, and there is no need for Sha Zhengyang to remind him about work. "The only thing that is troublesome is their original management. I'm afraid we will touch their cheese, and they will cause trouble."

It turns out that Akjiubin's management is opposed to the entry of Chinese companies. You can even imagine that such a resource-based enterprise has fallen to this point. Although there are market, funding and management issues, it is also closely related to its internal corruption, especially in sales.

"This is inevitable, so we must do our job thoroughly first, so that the representatives of the Kazakhstan worker understand who can receive cash and pay wages when they sell crude oil to. Why do some people never want to see this scene? They are not stupid, and they will naturally understand the truth." Sha Zhengyang nodded, "Old Tan, this is your job, I don't need me to teach you, and my job is not this."

Tan Wenyao laughed. He felt that this young Mr. Sha really had a clear sense of power and responsibility.

He is responsible for what he should be, and he is obliged to do what he should not be. He should put the responsibility on who he should be unruly and cannot do it. So let's say it.
