Chapter VIII The General's Tour

The Siberian Railway, built in 1935, has always been the main communication artery in the common direction of Moscow and Siberia. Its main trunk lines are: one starts from Moscow, via Ferajimire to Gorky, then crosses the Volga River, and arrives eastward to Kirov; one starts from Moscow, via Yaroslavl to Volgoda, and arrives northeast to Arkhangelsk; the last one starts from Moscow, via Ryazan, Saransk to Gubishev on the Volga River, and goes eastward toward the direction of China and Mongolia.

The construction of the Siberian Railway Artery was to strengthen the actual control of the Soviet central government in the Siberian hinterland and the Far East. However, since the outbreak of the Soviet-German War, especially after the major industrial areas such as Minsk and Smolensk were threatened by the German army, the existence of this railway artery has become the strongest lifeline to maintain the entire Soviet Patriotic War.

In the last few months of 1941, countless large industrial enterprises were forced to retreat from the Soviet Union and Europe. In just over a month, the arteries of these three railways were branched and carried out the transportation tasks of millions of tons of equipment, materials and personnel. At the same time, it was the existence of these three railways that directly affected the industrial layout of the Soviet Union's rear war. Yaroslavl, Kazan, Gubishev, Gorky, Ivanovo, and after Minsk, Smolensk and the Caucasus industrial zone, it became the main industrial base during the Soviet Patriotic War.

After that, the branches of these three railway arteries have undertaken the main task of transporting weapons, equipment, ammunition, various consumables and soldiers to the western frontlines. At present, on these three railway trunks, they are running around the ground day and night, without exception, iron trains that transport materials. Of course, a large part of them are also transporters, but these are recruits who have just been recruited and are ready to be transported to the frontline. As for ordinary people, they are not allowed to take trains. The Supreme Command issued an order as early as the New Year to implement military control on railway transportation in various places. All its transportation tasks are based on ensuring frontline combat.

In the past, Chu Sinan would not care about these things at all, but the situation is different now. He had just taken over the machinery manufacturing department and had to immediately arrange some affairs in this regard. Due to the influence of railway transportation, the industrial layout in the rear was naturally within his consideration.

It is undeniable that at some point, handling government affairs is more tiring than handling military affairs. He needs to make instructions on all aspects of the fragmented reports, data, and work plans. The funds and raw materials needed for all aspects are also required to be reviewed and approved.

It was only now that Chu Sinan realized that his lazy ideas were so wrong, and he was responsible for military production. He could not simply take out a few weapons improvement measures to complete the task.

In terms of handling government affairs, Chu Sinan admitted that he had no expertise. When he saw those tedious things piled up in front of his face, he felt a headache. This was completely different from commanding and fighting.

Just like now, he is holding budget applications for 147 military production plants in the rear. These military production plants need funds to maintain their production, investment expansion and other urgent problems. At the same time, there are 29 military research institutes, such as aircraft design institutes, armor design institutes, firearms research institutes, etc., and everyone is asking for money. What about the funds controlled by the Machinery Manufacturing Department? Only the money allocated by the Budget Committee. Although the amount is surprisingly large, the gap is also amazing compared to the needs of all aspects.

The problems that he couldn't handle were left to experts to deal with. After some hard thinking, Chu Sinan found the best solution for himself. Obviously, in the current Soviet political circle, there should be a large number of capable people who are good at managing industry and focusing on production, such as Comrade Kosykin. But unfortunately, Lao Ke is still dealing with the mess in agriculture and light industry, so it is estimated that it will be very difficult to second him.

But this is not a problem. Lao Ke is not good enough. Lao Mi. Migoyan now only serves as a state councillor. He seems to be very leisurely. Maybe it is necessary to send him some work at this time. In addition to Lao Mi, there is also Kaganovich, a Jew, who is an expert in industrial production. However, since he is the best friend of the Stalin faction, he was beaten to be a political prisoner at this stage and was working in the No. 24 military factory of the Blodaning Red Flag in Yaroslavl. It is simply a naked waste to let such a rare talent do physical work.

Chu Sinan, who is currently suffering from the cumbersome government affairs, feels that he cannot tolerate such huge waste of talents. He wants to effectively use these people who can stand alone by his side. In his opinion, factional problems should be left aside now, at least they cannot be a factor hindering his work.

Chu Sinan's idea is very good, but it is not so easy to implement it. Among the few people he hoped to use, Migoyan seemed to have no problem. The reason why he did not get heavy was because he was not involved in factional relations. As for Kaganovich, it was a bit troublesome. He was a Jew. Although the arguments that had been promoted in the top Soviet political leaders were equal to all ethnic groups in the world, in the heart, the anti-Semitism tendency was still very strong. What's more, Kaganovich was a political prisoner, and was a Stalin best friend who was deeply hated by Buluhell.

Considering that he wanted to reuse Kagannovic's idea and it was impossible to pass it from Buluhell, Chu Sinan decided to use a little trick, that is, to set up a "staff department" in the Mechanical Manufacturing Department, which is to be precise, a think tank. In this think tank, arrange people who are more sensitive in identity or who are currently low in qualifications but are very talented. This think tank is an absolute behind-the-scenes organization and has no power in fundamentally. Their role is to give advice and advice on their own governance measures, and at some point, can also handle some specific work matters for themselves.

It is precisely because this think tank is only responsible for making suggestions and does not have any specific power that Chu Sinan feels that Buluheer and others can allow him to recruit the people he needs. In fact, this is true. Chu Sinan's application did not take long and was approved in the Supreme Command. The only regret is that several people's names were removed from the list he submitted.

With the approval of the Supreme Command, Chu Sinan couldn't sit still for a moment. He wanted to gather all the people he needed in the shortest time. After all, the time Bruoheer gave him was only two short months.

On March 1st, the weather was clear, and a train departed from Kursk Railway Station. With the still cold north wind, he hurriedly left Moscow and headed straight for Yaroslavl.

The entire train has a total of seventeen carriages, with two armored carriages at the front and rear ends, and two anti-aircraft guns are installed on the top of each armored carriage. Judging from this posture alone, people can guess that this train must be carrying some amazing figures.

Indeed, there was a big man on this train, that is Lieutenant General Chu Sinan who had just taken over the Mechanical Manufacturing Department. However, this was not a special train that belonged to him alone, but a transport vehicle for transporting minor wounded personnel to the rear. The carriage where Chu Sinan was located was at the rear of the entire train, next to the armored carriage, and the carriage that left him, the other carriages were all wounded soldiers who had retreated from the front line.

Sitting in front of a window in the car, Chu Sinan slowly tasted a cup of vodka in his hand, while absent-mindedly admiring the scene outside the window. Opposite him, Lukoonki, with a tired face, was leaning on the soft chair, dozing off like a kowtow bug.

"Dongdongdongdongdong..." A rhythmic knock on the door came from behind Chu Sinan.

"Who?" Lucoonki woke up suddenly by the knock on the door, jumped up from his seat, and asked loudly like a conditioned reflex.

"It's very alert," Chu Sinan put down the wine glass in his hand and said with a smile, "It's just that there's no need to shout so loudly. Why, are you awake?"

"Hey..." Lucoonki laughed dryly, then quickly walked to the door of the car and opened the door.

"General's lunch." A Soviet soldier without a gun stood at the door with a huge tray and said carefully.

"Give it to me," Lucoonki took the tray and said, "you go down."

"Wait!" Chu Sinan's voice came from behind, "Let him come in, I have something to ask."

"Yes," Lucoonki agreed, then waved his head at the young man and said, "Come in, the general has something to ask you."

"Let's go," as Lukoonki brought the tray over, Chu Sinan picked up his hat on the table, and smiled, "Come on, see what delicious food Comrade Ganorda has prepared for us at noon today?"

Ganorda is the commander of this train, a Kazakh train pilot in his fifties.

"Wow, it's quite rich," Chu Sinan looked at Lucoonki and lifted the covers one by one, and couldn't help but smile. The lunch prepared by Ganorda for him was indeed very rich. In addition to the essential caviar and black bread, there was also a portion of steamed red fish, a portion of ham, a portion of pork stewed mushrooms, and a pot of sour fish soup.

Lucoonki smiled but said nothing. Under the current conditions, the meal was indeed rich enough.

"This is specially prepared for you, General, by Comrade Commander." The delivery soldier standing next to him swallowed, and then said with a stuttering.

"Oh," Chu Sinan waved to him, signaling him to get closer and speak, and then said, "Where did you get these things?"

"Yes, it's the commander who wants it from the rationing station," the soldier moved forward and then stumbled, "We received a notice that General, you want to take our motorcycle to Yaroslavl, so, the commander who went there, went to the rationing station and asked for these things."

"Oh, then I should thank Comrade Ganorda very well." Chu Sinan said, scooping a spoonful of sour fish soup with a spoonful, and savoring it gently.

"No general, don't be polite," the soldier said nervously, "In fact, we have also received more meat and bread from the ration station. You know, if, if it weren't for you, the ration station would not give us."

"Puff!" After hearing this, Chu Sinan squirted out the sour fish soup that had just been drunk in his mouth, and then stared blankly at the young man beside him who was stuttering but honestly over-the-top.

His actions scared the honest young soldier. He hummed for a long time before he said at a loss: "I, we, we don't eat ourselves, those, those are all for the people in the car and the seriously injured. The motorcycle, the motorcycle needs to go directly to Yaroslavl, and it will not stop along the way. This takes one day and one night. Those seriously injured, no, may not be able to bear the food without eating."

Chu Sinan's brow frowned instantly. Before he came, he knew that the train was mainly transporting wounded soldiers to the rear, and that the train would not stop along the way, but went straight to Yaroslavl. But he never expected that the wounded soldiers on the entire train would have to spend this long day and night hungry.

"Is there no food available in the car?" Chu Sinan asked casually. However, as soon as he asked this question, he felt how idiotic he was asking. The number of wounded soldiers in the twelve cars was estimated to be close to a thousand. How can so many people provide food when the cars are not stopping?

"Has the rationing station not distributed food to every wounded soldier?" Chu Sinan asked in a flash.

"No," replied the honest soldier, shaking his head, "Moscow's food is also very lacking and needs to be transported from the rear, so, so there is no..."

Before the soldiers finished speaking, Chu Sinan understood what was going on. The food shortage in Moscow is no longer a day or two. The necessities of citizens' daily necessities are all implemented. A large amount of food needs to be transported from the rear, which is a great pressure in itself. The reason why those at the ration stations do not ration food for these wounded soldiers sent to the rear is to save food consumption in Moscow. Anyway, they are going to the rear, and hunger for a day or two is nothing. These wounded soldiers consume less food in Moscow, which can save thousands of portions of ration food for the citizens in Moscow. From this perspective, there seems to be nothing wrong with this approach.

But Chu Sinan did not think so. In his opinion, it was nothing to eat less than one or two meals in Moscow, but these wounded soldiers must not return to the rear starvation.

This is not a question of one or two meals, but a question of morale among the military. Think about it, what will they think when the recruits recruited from the rear see this scene? What will they think about the battle they are about to be engaged in?
