To put it bluntly, only those who enter this list can become officials. And once they succeed in becoming officials, their power is almost unlimited.

On November 12, 1923, the Central Organization Bureau of the Soviet Union passed a special resolution. There were two rosters of appointing officials. The No. 1 roster was directly nominated and appointed by the Central Committee of the Communist Party of Russia (Bolshevikstan). It included 3,500 most important positions. The No. 2 roster was nominated by the department, and the Central Committee was notified in advance to agree to these nominations. Then the department was appointed, and 1,500 positions were identified here.

In today's terms, this system is too powerful and lacks a supervision mechanism, so problems are inevitable. However, this is a problem from the perspective of the present, and under the historical conditions at that time, the birth of the official book system also had a historical background.

It has been said before that before the victory of the February Revolution in 1917, there were only tens of thousands of Bolsheviks in Russia, and they were in an underground state, and almost all the party members were elites who had undergone layers of tests and selection.

But in 1918, with the victory of the October Revolution, the number of Bolshevik Party members was growing explosively. A considerable number of new Party members were not qualified, but for the sake of the revolution and strengthening their strength, they could only join first. However, most of these newly joined Party members were not suitable for leadership work, regardless of their ability or quality.

With the establishment of the Soviet government, the Bolsheviks needed their own people to take over power, so the problem arose. Although the new group of party members and cadres elected by the masses had a good mass base, they were really insufficient to completely prevent the tasks assigned to them. Therefore, they could only select a group of capable people to do practical things, which is why the official book system was born.

It should be said that this is a lasting necessity. When Lenin first talked about the principle of organizing the appointment of cadres, he also gave priority to democracy. However, the biggest problem in democratic selection of cadres is that high reputation does not mean strong ability, and being favored does not mean that he really understands Boerswick's revolutionary line.

Moreover, because these democratic cadres were supported, they were very concerned about the grassroots people who supported them, and almost obeyed their own opinions. The masses said they would go left, and said they would go right.

The problem is that sometimes local interests are not necessarily consistent with overall interests. The Bolsheviks have always advocated a democratic centralism system, but before that, democracy was greater than concentration, but now it has changed to concentration than democracy, which is to strengthen the central government's guiding power.
