International issues are all about the whole body. It seems that the Vietnam issue is just an internal issue of Vietnam, but it is essentially related to the United States, the Soviet Union and China. I can’t say that this is the matter of the fight between the three international gangsters. Such a big relationship must be cautious, especially the Soviet Union and China must be coordinated well, otherwise it is likely to damage the relationship between the two countries.

From the standpoint of China, it is very simple. Naturally, I don’t want something to happen to North Vietnam. In history, the French went deep into southwest China through Vietnam as a springboard. And it is very likely that Americans who are much more powerful than France will follow suit. So China naturally hopes that Vietnam can maintain stability and not cause trouble.

Now that the Soviet Union actually hopes that Vietnam will cause trouble, it is very difficult for China to understand. So Li Xiaofeng decided to visit China in person and communicate in-depth with the Chinese leaders. It is best to convince China to understand.

The highest core wants to visit abroad, which is definitely a first-class event, but it makes many Central Committee members wonder that the first stop of the highest core’s visit was actually China, which is somewhat surprising.

How to say it? For most Central Committees, China is synonymous with poverty and backwardness. Even if China has become a gangster of the UN Security Council, this impression has not changed much. What are the benefits of going to China? What are the things that are poor and useless, and every now and then, they still have to take the Soviet aid. What is the meaning of such a country?

Li Xiaofeng also said: "According to the existing border treaty between the two countries, there are many places that are unclear and controversial. The Soviet government believes that it is necessary to resolve these issues through equal negotiations. Before the negotiations achieve results, I think both sides should maintain restraint, maintain the status quo for the time being, and do not create friction or contradictions until the negotiations achieve results."

Li Xiaofeng's attitude did not say how much concessions he made, at least he was sincere. For example, the Soviet Union and China quickly reached an agreement that within ten years, the Soviet Union would pay about 100 million US dollars in cash or in kind.

Let me put it this way, the CIS organization is not flexible enough. Every matter requires the CIS franchise to discuss and vote. It is hard to say whether it is passed or not. Moreover, the Soviet Union has never said that the future is passive defense. Li Xiaofeng’s policy is active defense. It is not to fight back if he is beaten, but if he has the opportunity to cheat NATO and the United States, he will not let it go. However, the CIS countries are not all so determined. Many of them have received economic aid from the United States before, and cheating the United States is not so active.

Moreover, Li Xiaofeng believes that this small country in Central and Eastern Europe is actually just a swaying flags and shouting. What is really serious is a bit unreliable. For the time being, the national interests of China and the Soviet Union are highly consistent, and the two sides can work together. If the two sides can sign a new treaty that is more appropriate and can rely on each other, it will bring the relationship between the two countries closer in depth and truly advance and retreat together in the future.

This new common defense treaty stipulates that as long as any country between the two countries is violated by a third country or a third-party organization, they will advance and retreat together accordingly. In daily defense, the two sides will strengthen communication and gradually achieve joint actions, joint guarantees, and joint development.

Please do not underestimate the joint operations, joint guarantees, and joint implementation of these three items. The so-called joint operations are naturally a unified operation between the two sides and fully integrate communications and command. According to this code of action, the two sides will form a joint staff. All military operations involving joint operations are commanded by the joint staff. Among the joint staff, China and the Soviet Union each account for half of the proportion. The action plan will be discussed and concluded by both sides.

Joint guarantee is also very important, which requires the weapons and ammunition of both sides to be highly versatile. Both sides will formulate common standards to implement them in a unified manner. In the future, various weapons, spare parts, oil and electrical components of both sides will be able to be mutually exclusive, which will greatly reduce the difficulty of joint combat between the two armies and facilitate logistics organization.

As for joint development, it is even more important, because the common standards are adopted, the two sides will also be in a consistent pace in the future development of weapons, and have sufficient technical exchanges and cooperation to meet the common needs of both sides.

According to the agreement reached by Li Xiaofeng and Taizu, these tasks will be achieved within the next ten years. In order to help China further improve its military-industrial capabilities, the Soviet Union will also increase its aid, and some latest weapons will not restrict China.

After reaching the above two points, it means that the relationship between China and the Soviet Union is deeper. In Li Xiaofeng's words, this has broken through the comprehensive strategic partnership, but should be called a comprehensive strategic brotherly relationship. The two countries will maintain in-depth and full communication in international affairs, fully safeguard the interests of the two countries, and carry out actions in a consistent manner.

After achieving these, Li Xiaofeng talked about the issue of Vietnam. He said it very directly: "The Soviet Union will now enter the strategic defense stage and have solved some sharp social problems within it. During this period, the Soviet Union will not have a head-on collision with American imperialism. So on the issue of Vietnam, the Soviet Union will take a defensive position. We know that this will put great pressure on the Vietnamese and the Chinese people, so an important issue for my visit this time is to listen to the opinions of the Chinese people. You can raise any requirements. As long as the Soviet Union can meet it within its ability, you will never refuse!"

Li Xiaofeng's words have been said very bluntly. With Taizu's political wisdom, he could naturally tell what it means. Of course, Taizu would not be particularly satisfied with this, but he could not be angry. With his experience, it seems that the revolution of any country can only rely on itself, and others cannot be trusted. Now the Soviet Union clearly doesn't want to take care of Vietnam's affairs, and even intends to use Vietnam to weaken the United States. He really can't say much? After all, the Soviet Union gave China very superior conditions. We can't take advantage of the Soviet Union and even destroy the Soviet Union's Taiwan!

However, Taizu was never lacking in this courage. He always believed in the power of the people and believed that Vietnam could still win the people's war route. After making the decision to resist U.S. aggression and aid Vietnam, Pla soon began to draw a large number of air defense forces into Vietnam, because Vietnam was facing fierce bombings day by day, while North Vietnam itself lacked air defense capabilities. It can almost be said that the sky was unprepared.

The US military's bombing effect on Vietnam was quite good. The uninterrupted US Air Force played whatever it wanted. It was really riding on North Vietnam to shit and pee. After Pla's air defense forces entered Vietnam, they quickly played a role. In the first month of participating in the operation, they shot down twelve American fighter jets, and as more and more anti-aircraft guns entered North Vietnam, the results achieved became greater and greater. In the second half of 195o, Pla's anti-aircraft gun troops rescued Vietnam shot down nearly 100 American fighter jets and injured hundreds, achieving brilliant results.

The results of the Pla anti-aircraft artillery troops also surprised the Americans, because they had previously felt that the sky in North Vietnam was unprepared and that it would be easy to deal with the Vietnamese Communist Party by sending some World War II aircraft. Who would have thought that the loss would be so great in just half a year.

The Americans were so angry that they were immediately angry that they began to re-schedule the generals. A large number of new fighter attack aircraft and bombers that had just entered service began to be deployed to Thailand or southern Vietnam, and the scale of bombing on North Vietnam was also expanding day by day.

Let me put it this way, the few industrial targets and key bridges and roads in North Vietnam were bombarded by the US military, and the air defense alarm sounded almost all day long.
