Chapter 1125, Trade Center System

The content of the Guangzhou Four Summit gradually spread, and the plan for the Asian Trade Community and the Military Community was refreshing.

Previously, European powers stood up to each other in order to compete for colonial interests, but now they seem so backward and lacking in the face of the community plan. However, from the fundamental nature of the two, there is indeed a big difference. But no matter what, the Chinese have come up with such a way to unite small backward countries, which is more or less worth learning from in the future.

But then again, small Asian countries united to develop together, and Western countries that claim to be great powers also pose a threat. After the war ended, Western countries established a new overseas colonial expansion map, but when they turned down, they found that the fat piece of Asia had been completely spit out of their mouths and had hard bones.

A straw is easy to break, and hundreds of straws are tied together, which is a big hammer.

This not only means that Western countries can no longer easily extend their sphere of influence to Asia, but may even be counterattacked by Asia. Perhaps there will be no military threat in the short term, but with the establishment of a trade community and the establishment of a new capital market integration system, how much impact will this have on the Western capital market early?

Not to mention small countries such as Vietnam, North Korea, and Ryukyu have no capital, and there are too many ants to eat elephants. What's more, the market volume of the four countries is integrated, coupled with the cooperation of policies and regulations, Western countries will face serious resistance in the future, even the simplest "commodity dumping" will be carried out.

This is just the impact before it has developed. Once the Asian Trade Community grows stronger and more and more Asian countries join, the physical market will become even bigger. By that time, the Asian Trade Community will no longer have to adopt a passive defensive attitude and can take the initiative to counterattack the Western market and use huge financial capital to speculate, destroy, dump or even erode in the Western market.

Of course, not most people can realize this, especially the war between the Allies and the Allies is still continuing. As China defeated Japan, Italy sent troops to attack Lyon, France, and the momentum of the Allies is increasing. In contrast, the Allies' body, which was originally unmoving, finally loosened.

The European alliance countries only care about how to continue the war if they crush the Allies in the shortest time, and Britain, France and other countries are worried about how to continue the war and how to deal with themselves after the failure. The core figures' eyes are all focused on this, and no one cares about the community alliance made up of a few small countries.

People with long-term vision and seeing through Asia's growing threats have tried to convey their meaning to the outside world several times and remind the authorities to be wary of the development of the Asian trade community. However, their voices are too small to reach the ears of those in power. Even if they want to write articles and post them in newspapers to attract attention, newspapers will never exchange the pages of the European War for such alarmist ink.

In this way, the early Asian Community plan was implemented very smoothly, and it was destined to achieve unprecedented development after the First World War and become an emerging capitalist commercial group around the world.

In late September, the second plenary meeting of the Asian Trade Center was held in Hong Kong.

The first previous meeting mainly determined the administrative management outline of the trade center and the list of officials stationed by various countries in the trade centers. The content of the second meeting was to begin the formulation of the administrative structure of the trade center and the regulations and powers of some functional departments. As early as after the first meeting, the Chinese representative drafted a draft of the administrative structure of the trade center. It can be said that whether it is the initiating the trade community or organizing the representative meeting, the main operator behind the scenes is still the Chinese side.

After a six-day meeting, the Second General Assembly of Representatives passed the administrative structure finalization after a few projects were revised.

According to the provisions of this finalization, the Asian Trade Center is mainly divided into six institutions, namely the Supreme Council, the Executive Committee of the Trade Center, the Community Council, and the three functional institutions: the Asian International Bank, the Trade Arbitration Court, and the Center Audit Department.

The Supreme Council is the highest decision-making body of the Asian Trade Center and the only core body of the Trade Community. It is composed of ministers of the Ministry of Commerce of member countries. In the absence of the Minister of Commerce, the Minister of Foreign Affairs can be replaced. All member elections of the Supreme Council are implemented in accordance with the order issued by the Minister of Commerce of member countries.

The Executive Committee of the Trade Center is referred to as the Executive Committee. It is responsible for implementing all legal treaties of the Asian Trade Center and the decisions of the Supreme Council, handling the daily affairs of the Trade Center, and is fully responsible for the organization and management of the trade behaviors of the member countries. It also submits regular reports to the Supreme Council and the Council of Community. It recommends that the ordinary members of the Committee be appointed by the Ministers of the Departments of the Trade Center, and the Chairman is appointed by the heads of member countries.

Compared with the Parliament within the Trade Center, the Community Council is responsible for supervising the code of conduct of various functional agencies, departments and personnel. It has the legislative and financial review powers within the Trade Center, grants the authority or departments the right to act, and assumes the interpretation of the right to act. At the same time, the Council enjoys the right to impeach two-thirds of the votes of the Executive Committee, but in practice, it can only initiate one impeachment within the previous year.

Each session of the membership of the Council may be different, and the Supreme Council decides to increase or decrease seats through discussion and analysis of the actual situation. However, theoretically, the joining of new member states will only increase seats, rather than decrease or remain unchanged. The number of members of each country is also determined by the Supreme Council after discussion. The practice is to determine the seats of the membership every four years, and the ministers of foreign ministers of each country can initiate discussions at customary meetings based on domestic situations.

The term of office of a member of parliament is six years, and the Speaker shall elect the Speaker himself. The Speaker has the right to make a motion and the chief voice of the Council. The Speaker's term of office is three years and can be re-elected for up to three consecutive terms.

In fact, although the Parliament has some functions of the Parliament, its power is still controlled by the Council.

Therefore, there is no real principle of mutual checks and balances within the entire trade community, and everything is nothing more than a political activity headed by the Council.

It is natural that the responsibilities of the Asian International Bank are responsible for the banking business of the Trade Community members. However, according to strict regulations, the service objects of the Asian International Bank are limited to the Trade Community member states, and the purpose is to make the limited resources better utilized in the Trade Community.

The president of Asia International Bank is voted by the Council. The president himself is one of the chairman of the Executive Committee. His term of office is six years and he can be re-elected for unlimited times until he reaches the legal retirement age.

The Trade Arbitration Court is the law enforcement agency of the Asian Trade Center and the arbitration authority of the entire Trade Community. Its responsibilities are to deal with legal contradictions between the member states of the Trade Community, implement all trade rules, treaties and policies that have been adopted by the Parliament, and coordinate legal issues between countries.

According to the powers granted by the Council, the power of the Arbitration Court is limited to the trade community, and the legal powers enforced are limited to trade-related contents, but in practice the legal status of the Arbitration Court will be higher than the legal status of the Supreme Court of each member state. That is to say, whenever laws related to trade are involved, the judgment of the Arbitration Court is the highest judgment.

In the following days, the full representative meeting began to conduct personnel elections and appointments, and for this reason, the ministers of the Ministry of Commerce of various countries had to take time to attend the meeting. This made the originally low-key meeting suddenly become serious and formal. It also attracted more current affairs and reporters from the financial sector rushed to the venue for interviews and follow-ups. Regardless of whether the Asian Trade Community attracted the attention of European countries, there is still a good market in China.

As the cycle of the x-conference of the whole representatives progresses, the outline of the trade community becomes clearer and clearer.
