Chapter 16 "Da Ming Hui Dian" in Zhu Qizhen's heart
Chapter 16 The "Minghui Classic" in Zhu Qizhen's Heart
Wang Shu took a deep breath and looked at the Ganqing Palace.
Zhu Qizhen had summoned ministers in Wenhua Hall and Wuying Hall respectively, but as Zhu Qizhen's authority became more and more popular, Zhu Qizhen's sense of ritual weakened in some things.
After all, many times, the sense of ritual is to strengthen the lack of authority.
Zhu Qizhen is no longer useful now.
Although the Ganqing Palace has a large area, it can divide many areas. It does not delay both office and rest.
Zhu Qizhen summoned ministers every day, and Wang Shu had also been summoned by Zhu Qizhen many times.
Every time I get promoted, I have to thank you. But many times it is etiquette.
In the previous period, Zhu Qizhen summoned a large number of ministers, and Wang Shu also expressed his thoughts in front of Zhu Qizhen. What he said was some of the content of strictly governing officials.
Maybe Zhu Qizhen himself forgot it, but Wang Shu still kept it in mind.
That was his first time to report a separate monarch and minister.
And this time is the second time.
Under the leadership of the eunuch, Wang Shu entered the Ganqing Palace.
The first thing Zhu Qizhen saw was a great man from Shaanxi. He always felt that with his figure, he should not wear an official robe, but rather heavy armor, holding an eight-foot sword, and being a general of the sword.
After Wang Shu gave his salute.
Zhu Qizhen ordered him to sit down and asked, "The Ming Dynasty Congregation is a grand event for this dynasty. Do you have any ideas on how to practice it?"
Wang Shu said: "I am going to use the "Instructions of the Emperor Ming Ancestor", "The Law of the Ming Dynasty" and "The Masters of the All-Secret Service" as the blueprint, and classify them according to the various changes in the imperial court since Taizong, and then according to the order of the year."
Zhu Qizhen shook his head and said, "This is not the Ming Dynasty Constitution I want."
Wang Shu said, "What does Your Majesty mean?"
Zhu Qizhen said: "Emperor Taizu established his ancestors and promulgated the "Da Ming Law". He thought that the most important truth that will never change for generations is not easy, but now it is mostly used. Is this the Emperor Taizu wrong?"
Wang Shu heard Zhu Qizhen's words, but he did not dare to answer.
Zhu Qizhen could talk about this topic without any scruples, but if Wang Shu dares to say something randomly, he will not know that the world is so prosperous.
Zhu Qizhen didn't want Wang Shu to say anything, but now he continued to say: "It's really the law of the Ming Dynasty that cannot rule the world." This sentence is really the sigh of Zhu Qizhen's many years of governing the country.
Later generations of legal system propaganda said that there is law to follow, and that there is law to follow. Many people probably think it is nonsense. If the law is not enforced, what should the law do?
However, Zhu Qizhen clearly felt this in the political ecology of the Ming Dynasty.
The legal system of the Ming Dynasty could not cope with the governance problems of the Ming Dynasty.
This has also been reflected in the edicts of emperors of all dynasties.
For example, the country now makes decisions based on what laws and regulations, and makes such decisions. However, in the Ming Dynasty, there were a large number of edicts, which were the emperor’s decision on something, and then at the end, it was “take the order.” Orders and examples were agreed.
This creates dazzling examples and stories.
When the court decides in the future, it will rely on some examples of the past.
This is why the emperor's words become a constitution. Every word of the emperor can become the law itself.
For the emperor and the officials, there was great freedom of discretion. This caused many strange behaviors that later generations could not understand, but it was a fact at that time.
For example, some officials in the banknotes actually released the banknotes after they collected enough quotas, and exempted taxes from past people.
This is clearly a generous benefit to the country and acclaim for himself. But if it is legally level, there is nothing to cure him. These disadvantages reminded Zhu Qizhen of the political class he taught at the time.
Yes, the legal system in later generations seemed ordinary, but in fact it was many times better than the legal system of the Ming Dynasty. This is also the private goods that Zhu Qizhen wanted to give to the "Ming Hui Dian".
It is a legal system with the same logic, from the Constitution to various special laws, as well as laws and regulations that can be issued by each government office, and this is a layer-by-layer legal system.
I won't talk about it here.
If you don't understand, please ask your political teacher.
If Wang Shu said, the "Ming Hui Dian" he compiled is actually a compilation of information on the changes in the rules and regulations of the Ming Dynasty, although it has some practical guidance.
However, what Zhu Qizhen wanted to compile was a modern set of Ming Dynasty codes.
In fact, if you really want to say it, this matter may not be beneficial to the emperor.
Because before, the power of the Ming emperor was unrestricted, and the laws of the Ming Dynasty were not even as good as some political unspoken rules. The emperor had sufficient room for power.
However, if such a legal system is established and a complete legal system is formed, it will not only limit the power of all officials, but also the power of the emperor.
Zhu Qizhen also thought about this.
If the Ming and Qing systems eventually evolved into supreme monarchy, this evolution began with the abolition of the prime minister by Emperor Taizu. Finally, the final construction was completed under the inculcated thoughts of slaves in the Qing Dynasty.
Evolving into the upper hand, there is only one person in the whole country, the emperor, and the rest are slaves, or people who are unavailable to be slaves.
It also brought China into a dead end.
In the Han regime, however, in that dynasty, the emperor's power was never infinite. Even now, it was the case. It was just to let the scholars and officials change something to limit the monarch's power.
For the emperor who has achieved success, he faces no different things.
For an emperor who has no achievements, what can’t be a mediocre master?
Of course, Zhu Qizhen still had some dark thoughts in his heart. That is, even if the "Ming Hui Dian" was successful, it could only limit the Ming monarch after him, so how could he carry the spell on his head?
He doesn't want to care about the affairs of his children and grandchildren in the future, nor can he care about them.
Zhu Qizhen carefully explained what he wanted to combine with the actual situation of the Ming Dynasty to Wang Shu.
The more Wang Shu listened, the more serious he became, the more solemn he became. In a daze, he felt like he was listening in front of the teacher. He had also been a local official, so he naturally knew what the situation was like everywhere.
Zhu Qizhen told him about this system, which made Wang Shu feel excited, but was very frightened.
The excitement is that if this thing can be done, then the political risks in the Ming Dynasty officialdom will be completely renewed and many things can be avoided. The country's administrative capabilities can also be greatly improved.
But Wang Shu became more and more frightened, that is, this seemed to be the legendary Qin law. It was extremely strict and secret to everything.
What Wang Shu was worried about was that the dense spread of the French Open seemed to greatly increase the national strength and make it clear, but it would cause the consequences of the death of the second lifetime.
Wang Shu couldn't help but say, "Your Majesty, this matter is a Qin law, and you must not be harmed by the Legalists."
After hearing this, Zhu Qizhen smiled and said, "Since the Han Dynasty, Confucianism and Law have never been separated. It is said that this is Qin law, and even more so. Qin law is brutal. I just attribute the laws of the Ming Dynasty here. Wang Qing said again, is this law of this dynasty cruel?"
To be honest, if Taizu Taizong alone had some methods, it was indeed a bit, but Wang Shu didn't dare to say that.
Wang Shu said seriously: "Your Majesty, the evil of Qin's law lies in its cruelty. Once all things are cut off from the law, people follow the law but not the king. The closer the law, the deeper the evil is, this is one of them."
"The world is different, and Taizu decided the world because of its customs. Now that the law is broken, the people are afraid that the people will be ignorant and repeatedly violate the ban. How to deal with it? If they do not severely punish the court's laws and regulations, and severely punish them, the people will be in chaos."
"Therefore, the intentions of the previous emperors in the past are all virtue and punishment."
Zhu Qizhen was not worried about what Wang Shu said about following the law but not following the king. After all, the scholars and officials also held up the slogan of following the Tao but not following the king, as if you didn't know how to do it, and you would be obedient to the emperor.
It's simply a joke.
However, the two points Wang Shu said forced Zhu Qizhen to ponder.
One is that the more strict the legal network is, the more metaphysical it tends to deviate from universal morality.
It’s like in some cases, legalists have a complete set of rhetoric, but no one thinks this result is right, but they cannot refute it.
This extends a statement of procedural justice, substantive justice, etc., which is a result of solving this problem.
This is what Wang Shu said. The closer the law is, the deeper the more evil it is. What Wang Shu said is not unreasonable.
