Volume 6, Chapter 23, Daring, Shocking Plan

When returning to the provincial party committee, Sha Zhengyang also had some thoughts.

It took only two weeks to go there, but it seemed like it was a long time.

I really experienced many things after reporting at the Standing Committee of the Provincial Party Committee. In an instant, I changed from the Mayor of Zhenyang to the assistant general manager of Changhe Energy Group, jumped out of a city and land, and entered a broader and more profound field.

Even Sha Zhengyang felt strange that he was not a student of this industry at all, but he regarded himself as an expert, and the terms of the plan he came up with have won the recognition and approval of many real experts.

This is not something that can be done by fooling people, but by my understanding of the general trend of the energy industry in my past life.

Oil is the blood of a country's industry. Without oil, it can be imagined what a country, especially a big country, will face.

Therefore, the first thing that bears the brunt of energy strategy is oil strategy. If this problem cannot be solved, then there is no way to discuss development.

Sha Zhengyang believes that Zhou Yuanwang and Wang Yunxiang can see this, and no matter how you go global, it is a must-see.

Changhe Petroleum’s existing exploration area has become increasingly narrow. Facing the squeeze of PetroChina, the passive beating situation cannot be changed. Instead of being angry here, it is better to give it a try.

Take a try, and the bicycle turns into a motorcycle, and with the blessing of my memories of my previous life, this fight is destined to be successful.

The focus of this report on Sha Zhengyang should be on persuading the two main leaders to stand higher in their position and thinking and see further, and to mobilize the enthusiasm of the two main leaders.

The Akjiubin project may not play a big role, but once the subsequent projects need to be followed up, it is necessary to rely on the strength of the Hanchuan Provincial Party Committee and the Provincial Government to negotiate with the central government, and combine the central government's policy spirit with the Changhe Energy Group's going global strategy.

"Minister Mo, are you nervous?" Sha Zhengyang and Mo Xiaoqin walked side by side. You Wangang and Zhong Guangbiao had arrived first, and they both arrived later.

"Mr. Sha, we are different from you. We are technical, we should be responsible for technology. You have considered it a lot, so the same is true for provincial leaders. You can do whatever you want, and there is no adjustment." Mo Xiaoqin seemed very heart-wrenching and had no impact.

"Well, that's right. You don't need to think too much. Just be honest and truthful. Other issues should be considered by leaders." Sha Zhengyang also agreed with Mo Xiaoqin's view and truthfully introduced technical issues. Whether it is feasible. As for other levels, they should not consider them. "I will talk about it at that time, and you only need to add technical content."

It was still the Standing Committee meeting room, but this time the number of participants was much smaller. In addition to Zhou Yuanwang and Wang Yunxiang, among the Standing Committee of the Provincial Party Committee, Deputy Secretary Wei Qingliang, Executive Vice President Li Ming, and Secretary General of the Provincial Party Committee Tian Li were also here. In addition, You Wangang and Zhong Guangbiao, there were only seven people.

"Comrade Zhengyang, I heard Comrade Wan Gang introduce you just now. You have made great progress. Now we can introduce you to us and take a reassurance." Zhou Yuanwang seemed very funny.

"Secretary Zhou has made some progress, but it is not very big, because we have already had contact with JP Morgan, but this time we are implementing some more specific situations, which basically meet our expectations. However, if we want to succeed in the bidding, we may have to do a lot of meticulous work in the next step."

In front of several leaders, Sha Zhengyang didn't dare to say all the words. If he made a mistake, the impression he left would be too bad.

"Oh, Comrade Zhengyang is still very modest." Zhou Yuanwang nodded, "Then will you introduce it in detail?"

Sha Zhengyang did not politely and truthfully explained the situation one by one, focusing on some ideas about how JP Morgan acquired Akjiubin project. Sha Zhengyang also focused on introducing the main destination and way out of the crude oil produced by Akjiubin, as well as several possibilities for the whereabouts of crude oil if Changhe Energy takes over.

"At present, the three roads have their own advantages and disadvantages. First, it is to continue to be transported to the Orsk Refinery in Russia. Due to domestic economic reasons, Akzubin Oil Company may be owed money and the price is also very low. The advantage is that there is no need for any other investment; second, it is transported to Atlau and Aktuo by railway, and crude oil can be sold to Europe. The price is high, but it will be greatly affected by the limitations of railway transportation costs and insufficient capacity; also, it is transported back to China through the Alashan Pass, but the transportation cost is still high. In addition, it can only be transported to China National Petroleum Corporation's Dushanzi Refinery. Of course, the advantage is that crude oil is transported directly back to China."

Sha Zhengyang's introduction made everyone here find it difficult. Logically speaking, the third one is the most appropriate, so that the crude oil is transported directly back to the country, but the cost issue has to be considered, and the capacity issue also needs to be considered.

"Zhengyang, how much will the cost increase from railway to China? Is it acceptable?" Li Ming is most concerned about this issue.

"After calculations, of course, it is just a rough number, which may not be accurate, but it is not much different. It must be lower than the cost of crude oil produced in China. However, if this profit is thrown into railway transportation, it is really unwilling to think about whether the railway capacity can be maintained all the time. This is also an unpredictable variable."

Sha Zhengyang's words made Li Ming feel relieved. As long as the overall cost is lower than the domestic crude oil mining cost, at least it will not be able to do this business at a loss.

"There is also the export to Dushanzi Refinery, which belongs to CNPC. This requires good connection with CNPC. It may require the central government to coordinate, or we are the only one to build a new refinery in Xinjiang, but that involves time and investment." Sha Zhengyang shook his head, "Far-water cannot quench near-thirst, and CNPC will definitely not like our success in Kazakhstan, so..."

Everyone here didn't say anything about this, it's really hard to say.

"Then what did you think about Zhengyang?" Wang Yunxiang asked, believing that the other party must have a countermeasure.

"There are also countermeasures, but they still have their pros and cons, and they need to be weighed." Sha Zhengyang nodded, "First, for the Orsk refinery, this is the reason for the recession in Russia. The climate is not enough. We think that we can take advantage of the heavy debt and facing difficulties. Shareholders intend to sell and take over the Orsk refinery. Russia's economic recession is also temporary. Once it recovers, this asset is not only a high-quality asset, but also can form an upstream and downstream integration with the Akdobin project, and can even occupy a place in the gasoline and diesel retail market in Russia and Kazakhstan."

Several people present took a breath.

Sha Zhengyang has a big appetite. As soon as he talked about acquiring the Akjiubin project, he would have to buy the Orsk refinery, and even to get involved in the domestic gasoline and diesel retail markets in Russia and Kazakhstan.

Zhou Yuanwang and Wang Yunxiang both frowned slightly, but there was not much objection. This was just a possibility and might not be possible, especially for a company that is determined to be the Fortune 500 in the world and wants to take the internationalization path.

"Secondly, the price of crude oil sold to Europe is undoubtedly the most competitive and efficient, but how to break the bottleneck of transportation capacity and cost? It is very simple. The construction of the oil pipeline from Akjiubin's oil fields to Atlau and Aktao will be done once and for all, and the return will be generous." Sha Zhengyang smiled, "But there is also a problem, that is, the construction of pipelines is no longer as good as acquiring a certain project. This requires in-depth cooperation with Kazakhstan. This needs to be based on a relatively close relationship with Kazakhstan. We do not yet have this condition, and the investment will not be small."

This is the most attractive and competitive option, and it can also be said to be the most cost-effective and valuable from an economic perspective.

But the question is how feasible is it? How to break through this level of the Kazakh government?

This is not an easy thing.

"The third is to build the China-Kazakhstan oil pipeline. The advantage is that this is in line with the central energy security strategy and also in line with the Kazakh government's strategy of hoping that oil and gas consumer countries will diversify customers and avoid hanging from a tree. It can gain support from the two governments, but the disadvantage is that the investment is huge, it takes too long, and it is deeply interfered with by the diplomatic relations and foreign factors of the two governments. It is estimated that Russia, the United States, and European countries will not be willing to see the emergence of this plan."

"Zhengyang, you have listed three and three for us, and the analysis is very good. As you said, there are both pros and cons, so how can you promote pros and eliminate cons?" Zhou Yuanwang asked with a smile.

"Secretary Zhou, I do have some ideas, but I am worried that if I say it, the leader will be laughed at by the leader and leave an ignorant impression in front of the leader, so I am also very entangled." Sha Zhengyang scratched his head, his face bitter.

"Hahaha, it's hard to see Comrade Zhengyang being so timid."

Zhou Yuanwang and Wang Yunxiang laughed at each other. This bold guy was worried about leaving a bad impression in front of his leader? This is really a joke.

"Tell me, Comrade Zhengyang, we are all listening with utmost care. You don't have to worry about anything else. I believe everyone here is mentally prepared to listen to your shocking plan and see if it can make us dumbfounded?" Zhou Yuanwang smiled happily.

"Secretary Zhou, Minister Wang, I will just say it out loud. If you think the plan is not feasible or is whimsical, don't bother me. I have not done too much feasibility research on this plan. It is a combination of some existing information and some suggestions from JP Morgan, and I have figured it out myself."
