The assets and liabilities have been calculated clearly, and the municipal party committee and government also agreed to Huafeng Electrical Appliances to merge with Wanzhou Electric Fan Factory, but the key issue is not actually this, but the disposal plan of 723 employees.

In addition to fifty-nine employees who can retire early and thirty-two employees who have been transferred through socialization, there are also issues about staying and leaving 634 employees.

The dispute over this issue actually started before the inventory and capital verification work was over in October.

It should be said that Huafeng Electrical Appliances still showed good sincerity and agreed to accept that 489 employees under the age of 50 and 45 of the employees aged 50 to 55 are willing to stay. Huafeng Electrical Appliances is also willing to accept that.

This plan has also been recognized by the Wanzhou Municipal Government, but the key is that some of the employees who are unwilling to stay.

In this group, they do not think that Huafeng Electric will be able to revive after taking over the electric fan factory, or they are not optimistic about the long-term development of the electric fan factory in the future. They are worried that the company's performance will be poor in one or two years and the company has become a foreign private enterprise, so their rights and interests will not be guaranteed, so they require direct negotiations with Huafeng Electric to give themselves a way out in the future to buy out.

This is actually close to the national service life buyout model a few years later, but at this time it is still a new and pioneering model that may even break through the bottom line of principles, that is, to completely end the status of state-owned enterprise employees after the restructuring and change them to the same identity as employees of ordinary collective enterprises and even private enterprises.

Huafeng Electric initially considered giving all unretired employees some of the reorganized enterprises based on their working years. It should be said that this is also a flexible way to crack the disappearance of the status of employees of state-owned enterprises. The status of ownership is no longer guaranteed by the status of employees of state-owned enterprises, but as a shareholder who owns the equity of the enterprise. Of course, this is also held in the form of employee shareholding meetings, but if the employee shares are to be sold, it can be transferred within the company within three years.

However, because some employees are unwilling to stay in the factory, they are more willing to receive cash compensation directly, and even their shareholdings must be transferred directly to the company, which has also brought some obstacles to the entire restructuring.

Compensation is similar to compensation for buying out the service life, while employees obtaining shares is similar to social security compensation involved after their identity disappears. Therefore, this combination of two rights seems a bit dialectical.

If an employee with a long service life wants to leave the reorganized enterprise, his compensation will be higher than that of an employee with a short service life. It is calculated based on the working years, but the shares obtained are even smaller, because the shares are calculated based on the length of your retirement time.

This model has also been recognized by the municipal government and employees, but many employees who have negotiated compensation have put forward another condition, that is, they must immediately transfer and cash out their shares while revoking their identities.

This makes Huafeng Electrical Appliances difficult.

Because once Huafeng Electrical Appliances takes over, it will immediately restructure its salary structure, advocate more work and more income, and adopt a piece-based system. The injected funds will mainly be used to repay loans and pay various taxes and wages arrears. After all, it will basically be invested tens of millions. If you add a new water dispenser production line and an upcoming air conditioner fan production line that will be reformed, at least nearly 16 million will be invested.

This is not a small amount. Even if Sha Zhengyang and Lei Ting have made careful considerations and accounting before, they still cannot guarantee that they can turn losses into profits in the short term.

If you have to face immediate repurchase of shares that are actually social security for employees, at least two million will be invested, plus compensation, and Huafeng Electrical Appliances will invest more than 20 million in this company within half a year.
