Volume 1, Section 42, First Arrival

The bicycle slid into the town government gate, and Sha Zhengyang knew that he had arrived a little too early.

This small courtyard, a two-story building, is opposite the gate, and there is a row of bungalows on both sides, and a dam in the middle. The floor made of cement is a bit dilapidated. There are some places next to the garage on the left that have been exposed. Several weeds emerge from the edge of the pit, swaying in the morning breeze.

As I remember, a huge soapberry tree stands in it, and it is surrounded by a cement platform to act as a turntable. When the car enters and exits, it turns around the soapberry tree.

On the outside of the bungalows on both sides, there are more than a dozen camphor trees planted, all of which are as thick as bowls, which can block some hot sunlight for the bungalow. The two-meter-high wall forms a large "mouth" character, but a door is opened at the front of the "mouth".

The gatekeeper saw a stranger coming in and hurried out, "What are you doing? You haven't started working yet."

"Uncle, I'm new here, come to report." Sha Zhengyang flew out of the car. This action was useless for a long time. He was a little unfamiliar and almost fell down.

"New? Oh, I understand, the new college student, right? Come so early?" The old man's rough palms were like old tree bark, but he was in a state of spirit. One hand should be a little disabled, with a loud voice and extra strong.

"Yes, the uncle has no surname. On the first day, I have to leave a good impression on the leader, right?" Sha Zhengyang began to throw away his reverie along the way, and entered the state with a smile on his face.

"Don't let your surname be Wu, just call me Lao Wu." The gatekeeper was very enthusiastic, "Director Jian of the Party and Government Office is here. He comes early every day. Why don't you go over and say hello to Director Jian first."

"Okay, thank you, my name is Sha Zhengyang, just call me Xiaosha." Sha Zhengyang nodded happily and waved to Mr. Wu, "Uncle Wu, I'll go first."

Seeing Sha Zhengyang pushing the bicycle into the inside, Old Wu was curious and muttered: "Didn't it mean that the county magistrate and secretary were sent to the exile? Why are you so polite? You don't look like you?"

The establishment institutions in townships are different in different places, and they are somewhat chaotic. They are often laid off and merged according to the actual situation of each place. They will not be gradually standardized until the townships are abolished in 1998, but they will still be different according to the actual situation of each place.

For example, Nandu Town has set up party and government offices or offices, including economic development offices (including enterprise offices, security offices), agricultural offices (including agricultural technology stations, agricultural economic stations, forestry stations, water pipe stations), social affairs offices (including judicial offices, cultural broadcasting stations, disability federations), finance offices, land and land offices, construction and environmental protection offices, family planning offices, public security offices, and other independent operating units such as industrial companies, alloy associations, and agricultural machinery companies (agricultural machinery stations).

There are also dispatched agencies or directly managed units that do not belong to the jurisdiction of township governments, but are directly managed by superior functional departments, such as public security police stations, electric management stations, rural credit cooperatives, postal offices, animal husbandry and veterinary stations, and grain stations. Although these units or dispatched agencies do not belong to the jurisdiction of township governments in terms of personnel, they have many requirements for township party committees and governments in their work, so they largely obey the arrangements of township party committees and governments.

There are only twenty or ten formal cadres in a township. In addition to these formal cadres, there are two types of personnel who play the main role in township governments. One is recruiting cadres and the other is temporary personnel.

Most of the cadres recruited are mainly eight major members, such as public security officers, forestry officers, agricultural technicians, water pipers, movie projectionists, etc. They are not formally appointed, and most of them are recruited by the county bureaus or townships themselves. However, the salary and bonuses are basically treated according to the treatment of formal cadres, and they will be solved by seniority when there is a staffing.

The temporary employees are much simpler. Most of them are temporary staff recruited by township departments. Generally, the contract is signed once a year, and only three years is long. Simply put, they are temporary workers.

The Nandu Town Government Courtyard is the most typical township courtyard in this era. The main building with two floors is the left, so Sha Zhengyang doesn’t have to think about going to the left. Sure enough, the party and government office sign is hung in the mountains on the left, and the innermost one should be the director’s office.

The door was open, but Sha Zhengyang still knocked at the door, "Director Jian."

Before coming, Sha Zhengyang still did some homework. Although the sparrows in Nandu Township are small, they are full of vitality.

There is one secretary and mayor, two deputy secretary of the Party Committee. One is a full-time deputy secretary in charge of party affairs. He also serves as a senior official of Ji. The other is the deputy secretary who is in charge of enterprise economy, and is also the director of the Economic Development Office and the manager of the Township Industrial Company. The three deputy mayors are in charge of one, and there is also a member of the Party Committee and the armed minister.

Jian Xingguo, director of the Party and Government Office, is also a member of the Party Committee of Nandu Town. Sha Zhengyang still has some impression of the other party. He is in his forties and doesn’t have much smile, but it’s only because of this impression.

"Who?" asked the middle-aged man holding a thermos bottle and preparing tea.

His hair was gray, and a slightly old and grayish suit looked more like a migrant worker who had returned from the south. Is this Jian Xingguo?

Sha Zhengyang is a little unmatched.

"Director Jian, I'm Sha Zhengyang, here to report." Sha Zhengyang calmed down and said quickly.

Hearing Sha Zhengyang's voice, the man turned around, with a square face and black face. Seeing Sha Zhengyang holding a bag, he nodded: "Xiao Sha, he came so early? Well, it was a good thing to come early, let's put down the things first."

Sha Zhengyang quickly put down his bag and reached out to take over the thermos from Jian Xingguo's hand, "Director Jian, I'll do it."

"Well, no need, you come and get familiar with the situation. There are two thermos bottles in the next office. You go pour the water from yesterday, go and ask Lao Wu, and go to the boiling water room to get two bottles of water back."

Jian Xingguo looked up and down at Sha Zhengyang, waved his hand, and signaled that he would not need it here.

Sha Zhengyang was stunned for a moment, and he came. Director Jian did not treat him as an "outsider" and directly arranged for himself to open the water.

Although he had been mentally prepared for a long time, Sha Zhengyang still felt a little uncomfortable, but he did not show any expression on the surface and nodded, "Okay."

Turning around and going out, Sha Zhengyang calmed down his mentality and adjusted his emotions.

I seem to be immersed in the identity of county magistrate and secretary, and I have not adapted to the feeling that I should have leaned over and behaved on the first day of my new unit.

Although he doesn't think he should be like this, he has to adapt to the local customs and then change it.

The two offices next door were both party and government offices, and the office doors were open, but the cadres had not arrived yet. Sha Zhengyang found the thermos bottles separately and then came to the door.

"Uncle Wu, where is the boiling water room? I have to get two bottles of water." Sha Zhengyang took out a pack of red plums from his bag, shook out one and handed it to the other party.
