Volume 8, Section 135, Elements (Revision)

"Hehe, Secretary Mao, it's not entirely different. There is still some connection here." Sha Zhengyang replied.

The relationship here is indeed a bit complicated. The graduate school of the University of Science and Technology has now been changed to the graduate school of the Chinese Academy of Sciences. The University of Science and Technology wants to rebuild the graduate school. It seemed that in the past life, there was a joint construction research institute with the University of Science and Technology in Suzhou and Shanghai. However, in this life, since Sha Zhengyang learned about it, we must make every effort to promote the cooperation between the Chinese Academy of Sciences, the University of Science and Technology and the Handu.

Sha Zhengyang briefly introduced the story inside, and Mao Lu and the others finally understood why there was such an opportunity.

All regions are not so sensitive to educational resources at present, but in a few years, everyone will become more and more aware of the value and significance of this point, and the competition will become increasingly fierce.

Sha Zhengyang, Mao Xiangdong and Lu Zongping have analyzed this issue several times. At this point, the opinions and opinions of the three people are quite unified, that is, as long as there is a chance, they must spare no effort to acquire these resources.

"Is it difficult?" Mao Xiangdong asked directly: "What kind of support is needed?"

"It's not easy to say. I guess it's difficult or not. It's just a matter of interest transactions." Sha Zhengyang was also very straightforward, "If someone wants to build a school, it involves using land, and the area is not small, the location cannot be bad, the supporting facilities must be kept up, and the policies must be supported. For local governments, this is a problem, it depends on whether you are willing to give up."

The same was true. In my memory, the research institute of the University of Science and Technology in Shanghai seemed to have also caused a dispute, probably the issue of land allocation and commercial nature. With the overall prosperity of real estate, land prices soared. What is the concept of hundreds of acres of land? With the income of tens of billions of yuan, no government dares to say that it will let go easily.

Mao Xiangdong and Lu Zongping naturally understood the truth. When they studied the planning and construction of the two core areas with Sha Zhengyang, Sha Zhengyang had already explained the truth very thoroughly.

The real estate industry will be a very crazy twenty years in the future, and non-tax land income will become an extremely important part of the fiscal revenue of first-level governments, especially first- and second-tier cities. It will even make some cities that are not prepared for this or are not fully prepared for it and cannot extricate themselves from dependence.

The non-tax income of land is too easy, so many local governments even subconsciously and consciously ignore the most fundamental of fiscal revenue - taxation. Therefore, when the real estate stagflation stage later, the land is difficult to sell, and the cost increases, the finances are in short supply, and even can only eat the food for the first time.

Although Mao Lu and the other two could not imagine the crazy situation 10 or 20 years later, these two people were naturally not bad at this position from their perspective. After Sha Zhengyang made a detailed and reasonable analysis and judgment on this situation, he basically agreed with Sha Zhengyang's view that land income can only be the icing on the cake and must not be used as the foundation for supporting finance. The fundamentals of finance still come from tax revenue brought by industrial development.

Mao Xiangdong and Lu Zongping exchanged glances: "Zhengyang, on this point, Zongping and I have the same views. The resources in education and scientific research are always the most scarce for our Han City. No matter how much we have, we will not be too much. Whether it is land or financial subsidies, we can discuss the conditions that our Han City can offer. Therefore, on this issue, our Han City must do our best to strive for the specific work team. The city needs to study and actively report to the province to strive for the full support of the province. In a word, as long as there is a hope, we must take it all out to win!"

I have to say that although Mao Xiangdong and Lu Zongping have some differences in their work styles, their views on many issues are generally consistent. This is probably what the deputy are most willing to see and the side they least want to see.

What you want to see most is that the party and government officials have a consistent view, so everyone can work hard without worrying about the troubles caused by the different views of the two leaders. The ones you don’t want to see most are naturally a few people with impure minds. It may be difficult to find the opportunity to get along with others.

"Okay, I'll contact you through some channels first. If it's basically confirmed, then we will do our best to solve the problem." Sha Zhengyang was not polite. "My original idea was to attract more famous universities willing to come to our Handu to build branches and campuses. This can be a main focus of our cultural, educational and health research core area. Of course, this should also be combined with some resources that we have in Hanchuan itself, such as Hanchuan Medical University and Han University. If they also intend to expand, they can be included."

"Well, we all know this. What else is there in addition to this?" Lu Zongping continued to ask.

"There is also the construction of this core area to improve the overall urban planning standards." Sha Zhengyang made way out, and Leng Qingqiu continued to continue the topic.

This was also agreed upon by the two.

Sha Zhengyang knew that he could not lose the work of urban comprehensive planning and construction, but if he invested too much, he could not take care of it. It was great that Leng Qingqiu, a lot of his views were consistent with him and was a tacit understanding of help.

He also agrees with Mao Xiangdong's point of view. He has too little work experience in the Party Committee, and he has rich work experience in his previous life. The problem is that his resume is too thin in this life, which is not conducive to the review during the organization of inspections. Therefore, he strives to make better achievements in the work of the Secretary-General of the Municipal Party Committee.

And he also felt that Mao Xiangdong would not be satisfied with always allowing him to serve as the secretary-general of the municipal party committee. Although he didn't know what Mao Xiangdong had next, his intuition told him that he, the secretary-general of the municipal party committee, might not be able to do it for too long, and it would take only a year or two to do it well.

Leng Qingqiu spoke very well, focusing on some ideas to move this core area to the east, and what kind of plans are there for the vacant areas in the middle, including some inclinations in the economic development zones of various districts and counties in industrial construction based on the surrounding areas of cultural, education, health and scientific research core areas.

This was something Sha Zhengyang and Leng Qingqiu had taken some thought to figure it out. Leng Qingqiu was also very dedicated to speaking. She also felt that Mao Lu and the other two listened very seriously and recognized it.

After contacting this period of time, Leng Qingqiu found that his perception of Sha Zhengyang was gradually changing. From the initial rebellion and later mutual recognition to the current tacit understanding, especially the consensus of some work views, they have greatly improved their work efficiency.

Of course, what made Leng Qingqiu even more satisfied was that Sha Zhengyang was a very arrogant person and was willing to give up some opportunities that other leaders would never want to give up, such as the opportunity to show off in front of the two main leaders today.

Leng Qingqiu also knew that Sha Zhengyang was confident enough in this regard, but it is undeniable that this was the kindness that people actively released, and even a posture of willingness to accept and approach.

"How do you consider the planning and construction of the subway?" Mao Xiangdong interrupted and asked: "Is it too early to start thinking about starting construction? Can the financial situation of our Han City be supported? As far as we know, cities with the opening of the subway may require strong financial subsidies for a long time in the early stage."

"The two leaders, as a metropolis, with the expansion of the city and the concentration of population, subway transportation is essential to Handu. Of course, what Secretary Mao mentioned just now is also a question, that is, whether our GDP, our finances, and our passenger flow can support such a transportation system with huge investment and huge daily operations."

Sha Zhengyang answered this question more appropriately, after all, Leng Qingqiu was still a little unsure about this question.

The Handu subway planning actually started as early as 1992. It took five or six years for preliminary research and various surveys and designs one after another. In 1998, two plans had been formed, namely, the plan for starting construction of Line 1 and 2 at the same time, and the plan for starting Line 1 and then Line 2. The plan has been approved by the State Planning Commission, but when it will be launched, the provincial and municipal governments have not yet been determined.

Line 1 is from Qixing Palace in Dapaifang District to Chenghuangmiao Street in Jincheng District. The whole journey is 22 kilometers. This line passes through several of the most prosperous areas in the city and is also the most congested section in Han City.

Line 2 starts from the east bank of Hanhu Lake in Hubin District to the intersection of Economic and Technological Development Zone and Yinma District. This line is relatively long, 35 kilometers. However, initial consideration is to start from the east of Hanhu Lake in Hubin District to the Tianfo Temple in Dapaifang District, which is about 17 kilometers. The section from Tianfo Temple to the Golden Bell Field at the intersection of Economic and Technological Development Zone and Yinma District can be temporarily suspended.

"From a national perspective, except for the four coastal areas of Beijing, Tianjin, Shanghai and Guangzhou, which have already opened subways, other cities are either still planning or still under construction. It is estimated that Dalian will be completed in the past two or three years, and Wuhan will start construction soon, so I think we will start as soon as possible. Even if it is just such a name, it will play an immeasurable role in improving the overall environment of our Han city."

Sha Zhengyang's words made Mao Xiangdong and Lu Zongping laugh, "Zhengyang, is this another part of the elements of urban competitiveness and urban charm you mentioned?"
