Volume 7, Section 66, Growth Rate

Cao Qingtai is actually facing a situation similar to Mao Xiangdong.

It took him only more than a year to go from the Deputy Secretary-General and Director of the Municipal Party Committee to the Deputy Secretary-General and Director of the Provincial Government of Pingyuan. Although he was already a deputy department-level cadre before he served as Secretary of the Xinhu County Party Committee, there is still a difference between the deputy department and the deputy department. Until he served as the Deputy Secretary-General and Director of the Municipal Party Committee, this deputy department level was considered to be full of gold.

Of course, if he only talks about his time and resume as a deputy department-level cadre, his qualifications at the level of a deputy department-level cadre are not very shallow, but he jumped to the plains, Deputy Secretary-General and Director of the Provincial Government Office, which is a real official department, and he only served as Deputy Secretary-General for a short time. He was the Secretary-General of the Provincial Government and Director of the Provincial Government Office. After two years, he served as the assistant to the provincial i-chip, and then quickly went from the assistant to the deputy provincial i-chip, to the deputy provincial i-chip.

It can be said that his qualifications during the transition period of the department-level cadres seem a bit thin. He has just enough time to serve, and many people have not been able to cross from the department-level to the deputy provincial level in their entire lives, but he has done it in just three years. Therefore, he, the deputy provincial chief, not only ranked last among the senior officials of the Pingyuan Provincial Government, but many people still do not agree with his qualifications and abilities. This is also the same feeling that Cao Qingtai and Mao Xiangdong are sympathetic.

In fact, every leader who has just entered a new cross-level position will have more or less such an emotional feeling. However, some people rely on their seniority and have a more relaxed mentality, while others have stronger self-confidence, better mental state, and can adapt quickly. This is actually just a process of adaptation.

As time goes by, basically everyone can pass this adaptation period, then truly enter the state and eventually become a senior leader.

Cao Qingtai also tried to get through this period earlier, and to get through this adaptation period quickly, the best way is to make achievements.

As a senior official in charge of agriculture, if it were twenty years ago, it would be a real hot spot, but now it is different. The rapid development of the secondary and tertiary industries, especially the secondary industries, have become the top priority. Although the central government always emphasizes the importance of agriculture, and the No. 1 document is aimed at agriculture, rural areas and farmers, the more high-profile it is, it is actually a disguised show of weakness. Industry never needs to emphasize that everyone subconsciously will list it as a top priority, because industry is the engine that supports economic development at present.

But agriculture is indeed an indispensable task. Especially when the central government calls farmers' rural and agricultural work together, its significance will be raised to a political level. It is known that more than 80% of the residents in China are rural residents. Their livelihood issues, employment issues, and income growth issues are directly related to the overall social stability. Therefore, Cao Qingtai's in charge of agricultural work seems to be a little neglected, but if he can write a little article on this work, it will easily attract the attention of senior officials.

"High official, you are in charge of agricultural work, and Plain is the number one agricultural province, and the proportion and total agricultural population are among the best. You must have an idea for how to do a good job in agriculture." Sha Zhengyang avoided the other party's implicit voice. He could only give some suggestions on the other party's current status, which would be more in line with his current identity positioning: "However, as a rural work in rural areas, my personal opinion cannot be limited to a certain field. The rural population base of Plain is too large. Although I also know that labor output is not a good idea, for now, this can only be a stopgap measure that must be used, because you have not been able to create so many industrial and service jobs that can accommodate the vast number of rural surplus labor. This is a reality."

Cao Qingtai's face looked a little dark and he nodded silently.

"But I have a suggestion that in addition to attracting investment, the Pingyuan Provincial Government should strengthen the cultivation of basic skills of rural surplus labor from the perspective of vocational education and training. This will not only help improve the quality of labor and help them improve their self-salary level. At the same time, it will also be a powerful improvement to the investment environment of the entire plain. Especially when attracting investment in labor-intensive industries, if the labor force in your area has undergone preliminary skills training, compared with other ordinary labor under the same conditions, then you will undoubtedly gain a great advantage. Even if the company pays more in salary level, the other party is willing, because the other party can win time and business opportunities."

Cao Qingtai is not an incompetent person. He understood this meaning as soon as he heard it. "What do you mean is that we should use special funds and special work to strengthen the training of rural labor and help them improve their professional skills?"

"Yes, in fact, this skill improvement can be multi-faceted and multi-level, including both industrial and tertiary industry and agriculture itself, such as the service industry and the skills of agricultural multi-operation. These can be popularized and promoted. It is not necessary to obtain and master much in this kind of learning. As long as some of them can succeed, the driving and demonstration role they play is quite considerable."

In Sha Zhengyang's view, the rapid dissipation of China's population dividend in the future is not only due to some impacts brought by population policies, but also largely because the government did not make enough preparations and responses to the quality training and improvement of the surplus labor force, which greatly weakened and reduced the originally abundant labor productivity.

Compared with countries like Germany that have achieved the ultimate in vocational training, China's education system seems to have gone to two extremes. One is the large-scale expansion of university enrollment, which has caused a large number of college students to fill various universities. These people do not actually have much substantial work skills after graduation, but will take a long time of running-in and adapting to find their own position.

However, the other part of the students who came out of compulsory education entered society directly. Most of them came from rural areas and did not undergo any vocational education and training. Their purpose was to make money to support their families. A considerable part went directly to coastal areas to engage in low-end physical labor. A very few of them would stand out and grow up at work, but the vast majority would slowly grow old in various simple labor day after day.

The scale, attributes and economic uncertainty of domestic enterprises also determine that these small and medium-sized enterprises, even those medium and large enterprises, rarely provide these workers with opportunities to retrain and improve.

Because of this, even if a considerable number of people with space for growth are ultimately lost in the waste of time, especially when they go from being in their teens and twenty years old to having wives and children in their thirties and forties, it is even more impossible to calm down and improve their self-quality abilities.

Compared with the more perfect and mature German vocational education system in this regard, most students who have never been to college have entered the vocational education system for skill training, which allows them to have the most basic foundation for growth from the beginning. As they enter the company, the opportunities for various training and self-improvement are much better than in this era of China.

Even if some visionary companies in China begin to focus on this cultivation and development within more than ten or twenty years, the number and proportion of them are still pitifully small.

"Zhengyang, this is probably a very grand project, right?" Cao Qingtai thought about this issue seriously. "Not only does it require considerable investment, but also policy coherence support. My deputy governor in charge of agriculture, rashly speaks out on this issue, hehe,..."

"Prince Minister, I don't think so." Sha Zhengyang also looked at Cao Qingtai seriously. "This itself is related to how to liberate a large amount of surplus labor in the countryside, help them improve their work skills, and thus enable them to grow from farmers to become qualified workers. This can also help them win higher wages in their future work. This is in line with the central idea of helping the general public increase their income from the central government. On this issue, the heart is selfless and the world is wide. I believe that Provincial President Huang can see it, which is also a beneficial move for the whole province."

Sha Zhengyang's words touched Cao Qingtai, and he also felt a little moved. Sha Zhengyang's growth rate was too fast, far exceeding his prediction. Like his words just now, he had a considerable height, which made people have to think deeply.

*******

When Jiang Bingyan got out of the taxi, she saw Sha Zhengyang sending Cao Qingtai into the taxi.

She and her best friend Lu Jinsong also planned to take advantage of the good weather to come to Baihuashan Park for a walk, but unexpectedly they met Sha Zhengyang.

She didn't know Cao Qingtai, but from Sha Zhengyang's expression, it could be seen that the other party should be a leader or Sha Zhengyang's elder.

It was not until the taxi disappeared that Jiang Bingyan approached with light steps, "So leisurely? If I had known I would have informed you of the relevant content of tomorrow's discussion, well, but it's good now, why don't we discuss it first?"

Without giving Sha Zhengyang the chance to refuse, Jiang Bingyan stood in front of Sha Zhengyang and looked at the other party with a smile.

Sha Zhengyang didn't expect to meet Jiang Bingyan here, but thought about the last time he met Chao Hanzhong in Baihua Mountain?

Nodded, Sha Zhengyang looked around and said, "Your best friend hasn't arrived yet?"

Jiang Bingyan wanted to say that she was the only one, but her self-esteem and reserve made her nod: "She may have to stay for a while. We made an appointment to meet in the park, but I wonder if we can discuss tomorrow's arrangements first during this period? Or let's go together?"

It is not easy for a girl to speak to this level. Sha Zhengyang really wanted to refuse, but seeing a trace of expectation in Jiang Bingyan's clear eyes, Sha Zhengyang felt that it was difficult for him to speak.

Thinking about it, Jiang Bingyan is not the woman who has been working hard in society for several years seven or eight years later. The situation in seven or eight years is enough to make people change a lot. But now, Jiang Bingyan is still a girl who has just left society and entered a company to work. Perhaps she still has the inherent pursuit of the upward thought in her previous life.

But from another perspective, which young man who just came out of college does not have such ambition?

Pursuing progress is not a bad thing. As long as you can uphold your original intention, even if you are more competitive, it is normal. Compared with her, there seems to be no big difference. Didn’t you take it for granted at that time? It was not until the conflict with your own goals that the conflict between the two was difficult to bridge. Even so, aren’t you still obsessed with? ()
