Chapter 29 Visitors from Mitsubishi

The investment promotion office seemed to be very busy. Business delegations from Japan, Hong Kong, the United States, Germany, France and other countries made appointments one after another. Obviously, when the Germans invested a huge amount of US$100 million to open factories in Wushan and the news that the Chinese government ambitiously vowed to build the "China Silicon Valley" in Wushan was reported and verified, countries were willing to explore overseas markets, especially companies that had the intention to invest in China, finally set their sights on the emerging city in northern China.

Among them, in addition to Hong Kong businessmen (British businessmen), the one who is most interested in Wushan is Japanese-funded enterprises that are eager to open the door to China. Compared with the Southern Special Zone, Wushan is closer to Japan and has a developed maritime transportation foundation. In addition, Wushan is close to the capital of the capital, which may be the place that the Japanese are coveting. Now, with huge amounts of German capital as a pioneer and the ambitious development plan of the Chinese government, the Japanese business development group in the new era naturally flocks like flies with eggs with exposed stitches.

At around 3 o'clock in the afternoon, Lu Zheng had just returned to the office. Chen Sanshui, director of the investment promotion office, came to Lu Zheng's office. This 77-level Peking University graduate was so busy that he was running around for a Hong Kong glasses company a month ago. A few days ago, he proudly reported his results to Director Lu Zheng. Now, the business group he received is obviously much higher in size, and even many world-renowned multinational companies.

Today, the person who met with Chen Sanshui was the representative of a Japanese most important consortium company. On the business card that Chen Sanshui handed to Lu Zheng, the printed "Taro Yamamoto, chief representative of the China Ursa Representative Office of Mitsubishi Bank of Japan."

"Director, Mitsubishi's representative has been sitting in my room for a long time. I hope to see you. Secretary-General Qin Huailiang of the Municipal Party Committee called and asked us to receive it well."

Lu Zheng nodded slightly and had a few deals with Qin Huailiang. The greasy and shiny middle part made Lu Zheng dislike him after seeing it. However, the secretary-general of the municipal party committee was very loved by Duan Zhongcheng, the secretary-general of the municipal party committee. Although the current secretary-general of the committee (office director) cannot yet join the Standing Committee, the treatment of attending the Standing Committee demonstrates his status in political life. Qin Huailiang, not long after he was promoted, was a department-level cadre, but he was probably the most popular among the department-level cadres in Wushan.

"Bring it here." Lu Zheng said casually, and got up to make a cup of tea.

After a while, the office door knocked gently. Behind Chen Sanshui was a middle-aged man with fat heads and big ears. The Rendanhu on his lips was almost the symbol of a middle-aged man in Japan. I think he was Yamamoto Taro.

When Chen Sanshui introduced Lu Zheng: "This is our Director Lu", Taro Yamamoto bowed respectfully, handed over his business card, and said a lot of Japanese, and the glasses following him were translating, which was nothing more than polite words such as "Please take care of Director Lu."

Lu Zheng has dealt with Japanese people a lot in his previous life and is very familiar with the character of some Japanese businessmen. He seems to be humble but is actually arrogant. No matter how polite he is on the surface, few people look down on the Chinese in their hearts.

Lu Zheng stood up with a smile and shook hands with him. Yamamoto Taro's palms were very thick, and it felt quite comfortable to hold them.

"Mr. Yamamoto, has Mitsubishi set up a representative office in Ursa? Why don't I know?" Lu Zheng signaled Yamamoto Taro to sit on the sofa opposite the coffee table and asked strangely.

Taro Yamamoto lowered his head and said "Hai", as if he was apologizing, and then he mumbled.

A tall and thin translator with glasses said: "I'm sorry, Mr. Yamamoto said it was his negligence."

"Although the People's Bank of Your country has approved our request to set up a representative office in your city, the relevant procedures have just been obtained from the People's Bank of Your city and have not yet obtained the approval of your city government. The business card we printed in advance has caused you misunderstandings. I am very sorry!"

Lu Zheng nodded slightly.

According to the "Regulations on the Management of Representative Institutions of Foreign Financial Institutions in China" issued by ***, if a foreign financial institution applies to establish an office in China, it must apply to the People's Bank of China. If a representative office is established in the provincial capital city, the application materials shall be submitted to the local provincial branch of the People's Bank of China; if a representative office is established in other cities, the application materials shall be submitted to the local branch of the People's Bank of China; after the application materials are reviewed by the local branch of the People's Bank of China, the branch shall be forwarded to the People's Bank of China Head Office for review and approval.

There are six types of application materials submitted to the People's Bank of China, (1) an application signed by the chairman or general manager to the president of the People's Bank of China; (2) a business license (copy) or legal opening certificate (copy) issued by the relevant competent authorities in the country or region; (3) a company articles of association, a list of board members or major partners; (4) an annual report for the first three years of application; (5) an approval letter of approval issued by the financial regulatory authorities in the country or region to establish a representative office in China, or a letter of recommendation issued by the industry association in the country or region; (6) other information required by the People's Bank of China.

After the People's Bank of China head office or relevant branches obtain approval, the applicant must register with the relevant departments of the government of the representative office within 30 days. In Wushan, the relevant departments here are the Planning and Economic Planning and Economic Planning and Economic Planning and Economic Planning and Economic Planning and Economic Planning and Economic Review and issue approval certificates in accordance with government regulations.

Lu Zheng now knows why Taro Yamamoto came to see him, so he was in order to apply for the final process of establishing a representative office. Now this matter is under the management of the investment promotion office. To be precise, he needs to sign it himself in the final form.

But to be honest, I don’t have any final decision, so I must sign it, otherwise no one can spare me, whether it is Secretary Duan of the Municipal Party Committee or Mayor Huang Mingtai.

However, when conducting business in Wushan, it is naturally necessary to establish good relations with local officials responsible for attracting investment. In terms of personal relationships, East Asian countries are similar, and they have a certain degree of official-business complex. Businessmen must establish good relations with the government and officials, so that they can obtain the greatest benefits.

This is why Taro Yamamoto came to visit him.

"Director Lu Zheng, these are some information from our Mitsubishi Bank." Under the guidance of Taro Yamamoto, the glasses translator delivered a small paper bag to the coffee table in front of Lu Zheng.

Lu Zheng smiled and nodded.

In fact, how can Lu Zheng not know about Mitsubishi Bank’s past and present?

Mitsubishi, the largest consortium in Japan, was founded during the Meiji Restoration in Japan. Later, Mitsubishi and its controller Iwasaki family gradually developed into one of the major chaebols in Japan.

As Japan continues to launch wars, domestic demand for military products surged, and Mitsubishi industry, which is mainly composed of heavy industry, has achieved unprecedented development.

During World War II, Mitsubishi produced various bombs, cannons, aircraft carriers and various large battleships for the military. It can be said that Mitsubishi made great contributions to Japan's invasion of China, Southeast Asia and the United States. In the several battles invading China, Shanghai, China, the eight aircraft carriers and more than 30 battleships invested by the Japanese army were all made by Mitsubishi.

At the end of World War II, all Japanese chaebols were disbanded at the request of the Allies, and Mitsubishi was also spun off.

However, since then, the companies of Mitsubishi Chaebol are still inseparable. In the 1950s, in order to exchange information and contact each other, the presidents and chairman of Mitsubishi Chaebol's major companies began to establish informal organizations such as the Mitsubishi Friday Meeting in order to exchange information and contact each other.

Unlike the Mitsubishi Zaibattle that had Mitsubishi Corporation as its core before the war, the Mitsubishi series of companies established an equal Mitsubishi Group after the war. However, the group's cohesion was closer than other consortiums. The core enterprises within the Mitsubishi Group made great contributions to the development of Japan's heavy chemical industry.

Some people say that as long as the peace constitutional restrictions are broken, Mitsubishi will soon be able to arm Japan as a super military power. This statement is not an exaggeration.

Facing Mitsubishi visitors, Lu Zheng's heart was also filled with emotion.

If it was just retired from the army and before he was reborn, Lu Zheng might just slap this Mitsubishi Japanese, and then kicked it a few times, and had to have a gun in his hand, maybe he would hit a few guns.

But now Lu Zheng knows what patience and learning are. The Japanese have something worth learning from. In today's environment, they cannot tolerate themselves.

As for what the majority of the Japanese people are friendly to China, it is simply a fool. The 1980s are still good. After all, China is a poor and backward image in the eyes of the Japanese. As a "strong man", and the political need for compensation from the defeated country was exempted, the Japanese provided a large number of interest-free loans. However, if China further developed, the mentality of Japan's island countries would inevitably recur, and China would not be allowed to develop to a day when it could challenge it. In the entire Japan, China's friendly people were only a small group of people, including launching an aggressive war before World War II. Just saying that ordinary people were deceived is just deceiving themselves.

"Director Lu Zheng, Mr. Yamamoto said that you are here tonight at the Wuzhou Hotel. Please be sure to visit. Secretary-General Qin Huailiang of the Municipal Party Committee will also be present." Yamamoto guzzled and his glasses were translating.

Lu Zheng laughed. The Japanese people often think about the same as the Chinese. When Qin Huailiang comes out, they don’t want him to refuse.

"Okay, I will definitely arrive." Lu Zheng smiled and nodded. Is Mitsubishi Bank? I should pay more attention to it.

After hearing the translator's retelling Lu Zheng's words, Taro Yamamoto finally showed a satisfied smile on his fat face.
