(10) Other circumstances in which the *** organs and their people's police perform their duties, exercise their powers and abide by discipline in accordance with the law.

Article 5 The inspection agency may send inspectors to the units affiliated to the *** agency at the same level and the lower *** agency for inspection, or may instruct the inspection agency of the lower *** agency to inspect special matters.

Article 6 If the inspection agencies of the *** organs of local people's governments at or above the county level investigate and punish violations of laws and regulations, they shall report the investigation and punishment to the inspection agency of the higher-level *** organs; if the inspection agencies of the lower-level *** organs fail to investigate and punish effectively, the inspection agencies of the higher-level *** organs may conduct inspections directly.

Article 7 The inspection agency may send inspectors to participate in the police work meetings and deployment of major police activities at the *** agency at the same level or at the lower level.

Article 8 The inspection agency shall carry out police evaluation activities and listen to the opinions of state organs, social groups, enterprises and institutions and the people on the *** organs and their people’s police.

Article 9 The inspection agency shall promptly send police to the ongoing violations of laws and disciplines of the ongoing complaints by the public, and shall promptly report the handling results to the complainant.

If the complainant's complaint has entered the petition, administrative reconsideration or administrative litigation process, the inspection agency shall transfer the complaint materials to the relevant departments.

Article 10 If the inspection agency refuses to enforce laws, regulations and superior decisions or orders against the units affiliated to the *** agency at the same level or subordinate *** agency, it may order them to enforce them; if the incorrect decisions and orders made by the units affiliated to the *** agency at the same level or subordinate *** agency, it may decide to revoke or change them, and then submit them to the administrative head of the *** agency at the same level for approval and execution.

Article 11 If an inspector finds that the people's police of the *** agency violates the law and discipline during on-site inspection, he or she may take the following measures and deal with it on the spot:

(1) Those who violate the police appearance and discipline regulations may be corrected on the spot;

(2) Those who use weapons, police equipment, police vehicles and police signs in violation of regulations may detain their weapons, police equipment, police vehicles and police signs;

(3) For those who violate the law and discipline seriously, have bad impacts, and refuse to obstruct the inspectors from performing on-site inspection tasks, they may be taken away from the scene if necessary.
