Chapter 164 Year-end (1)

Every December, East China will be particularly busy because this is the last month of the year. Not only will it be necessary to review, summarize, and issue various work reports for the whole year, but it also needs to plan the work and financial situation for the coming year, as well as prepare for the fiscal budget.

Because of this year, there are more things. On the one hand, the Far East War officially ended this year. East China ** has invested a lot of manpower and material resources in this war, but has also obtained a lot of territory. Therefore, there will be a lot of restoration and reconstruction work after the war. Of course, at the end of the year, we must also summarize and formulate plans for the next year. On the other hand, the Advisory Yuan was officially established in December and the Advisory Council was held to expand the political participation rights of all sectors of society.

In contrast, the affairs of Japan are at a secondary position in the work of East China in December. East China has a very clear attitude towards Japan. It is to wait for Japan to take action and Japan will go further. If Japan retreats, East China will never remain in place. Therefore, after Japan passed the consensus and sent an invitation to visit to East China, East China immediately accepted Japan's invitation, but the itinerary for visiting Japan can only be scheduled until the end of the year-end summary.

Of course, the first is the Advisory Council. The meeting was planned for more than half a year. Consultants from various industries in society under the jurisdiction of East China were gathered in Qingdao in December to attend the meeting. In the next two years, these Consultants will stay in Qingdao and exercise their own Consultants' powers. However, the Consultants participating in this meeting were limited to Shandong, Henan, Shanghai, Tianjin and other places, while the three eastern provinces, as well as the Anhui, Jiangsu and other provinces just occupied by East China, have no representatives participated. This is because these places have not been controlled by the East China and their foundations are still unstable, so no consultants were elected to attend the meeting.

Although overall, the symbolic meaning of this meeting is even greater. The power of the East China National Congress is to be made in the Senate and the resolutions made in the Consultative Assembly, and must be voted on in the Senate before it can be passed. However, this is the first time in history that all sectors of society have widely participated, so it still has great practical significance.

Since it was the establishment of the Advisory Council, holding the Advisory Council has always been an important part of the Qing court's new policy. However, the Qing court has been implementing the new policy for nearly 7 years. The Advisory Council still only heard the stairs ringing and no one came down, which seemed to be far away. Therefore, this time, East China ** undoubtedly walked ahead of the Qing court again, but this has become a habit.

The Advisory Council held a total of 5 days, and the atmosphere was very warm. First, several programmatic proposals were passed, and then some issues were discussed on national economy and people's livelihood, and some passed. This also proves that this meeting was not completely indifferent, but still had some practical opinions. Of course, the passed topics eventually need to be discussed and voted in the Senate.

However, compared with the lively advisory meeting, the subsequent year-end meeting of the Senate House seemed much more dull, because this was the 7th Secret Year-end meeting of the Senate House held by East China, and the veteran members also changed two batches. Now they are the third batch of veteran members, so naturally there will be no new things, but the content of this meeting is obviously much more important.

The first content of the year-end meeting is of course the year-end summary report. Although December has not yet ended, it can basically be calculated clearly at this time that the fiscal revenue for this year is 287 million silver dollars, an increase of about 2.4 times compared with the previous fiscal year. Of course, it is mainly due to the large amount of war dividends obtained by East China in the Far East War. In addition, this year, East China’s large-scale disaster relief in the middle and lower reaches of the Yangtze River has also promoted internal production and consumption. At the beginning of the year, the Finance Committee had expected that the fiscal revenue this year will be between 250 million silver dollars. Now it seems that this is also accurate.

For the fiscal outlook for the new year, the dividends of the Far East War have not disappeared. With the restoration of the order of the new territory, the establishment of the tax system, and the development of the new territory economy, the gradual advancement of the second five-year plan, in the new year, the fiscal revenue of ** will definitely increase further, with an expected increase of about 10%. Moreover, in the next 10 years, the economy of East China will develop at a higher speed, so fiscal revenue will continue to increase with the development of the economy.

However, although the fiscal revenue this year is considerable, the expenditure is even greater. The fiscal expenditure this year reached 326 million silver dollars, and the fiscal deficit was about 40 million silver dollars. On the one hand, it requires huge investment in post-war recovery and reconstruction work. On the other hand, it is also a disaster relief project that promotes production and consumption, disaster relief is also a very expensive project. This is also the fiscal deficit of East China for three consecutive years. However, compared with 1905 and 1906, the fiscal deficit this year has been greatly reduced. The fiscal deficit in the first two years exceeded 50 million silver dollars, and the East China also has huge compensation for the Far East War, and all the fiscal deficits in the past three years can be filled.

However, the second five-year plan must be gradually completed and the new territory must be fully developed. There will be huge investment, and there will be principal and interest repayment of the loan. Therefore, during this five-year plan cycle, it is estimated that it will be in a fiscal deficit state, and it is likely to exceed this year's deficit amount. It is necessary to use compensation from the Far East War to cover the deficit. However, this is also the main purpose of the East China ** asking for huge compensation. Of course, the huge compensation obtained by East China ** can also completely fill the fiscal deficit in this five-year cycle. It is expected that after the end of this five-year plan cycle, the fiscal deficit will be truly reduced and the balance of government and finance will be achieved.

The second is the second five-year plan of East China. Although the work this year is mainly post-war recovery, reconstruction and disaster relief, the five-year plan is still going on as usual. There are 31 projects that have been started. The most important project is the expansion and renovation of the Shanghai Jiangnan Manufacturing Bureau. The Jiangnan Manufacturing Bureau after the renovation will become a professional enterprise for the construction of various types of engineering ships, ship accessories, ship-based weapons, etc., including docks, port construction, and processing large steel structures. The name after the renovation will still be in the old time and space of Jiangnan Shipyard, and will eventually become the largest ship manufacturing enterprise in East China.

Of course, the entire expansion and renovation of the Jiangnan Manufacturing Bureau will be a long cycle, which may last more than 20 years. However, the first phase of the project will be four years, and the three years will be officially renamed Jiangnan Shipyard, and the construction of the main warships for East China ** will begin. In addition, the planned Dalian Shipyard, after the five-year planned cycle ends, East China ** will have three shipyards that can build the main warships.

In the new year, there are 47 projects in the second five-year plan to start construction, which is also the year when the most projects are started in this five-year cycle. After the end of this year, the second five-year plan to start construction will reach 78 projects, which is close to 70% of the total number of projects. Of course, this is also normal. Each five-year plan project is large in scale and has a long construction cycle, which will at least exceed one year. Therefore, at least more than 80% or even 80% of the projects will be started in the first three years.

In addition to achieving industrial and economic achievements, it also achieved fruitful results in its aspects. First of all, of course, it officially ended the Far East War and ensured that a large amount of war dividends were obtained. Taking the victory of the Far East War as an opportunity, it formally broke with the Qing court, declared its independence, and announced the political goal of overthrowing the Qing court and reforging China, so that East China ** was a political entity that was legally aligned with the Qing court.

At the same time, although the disaster relief operation in the summer and autumn spent a lot of money and resources in East China, it won the good reputation of benevolence, righteousness and loving the people for East China, and further hit the orthodox position of the Qing court, so it was also quite cost-effective.

However, after the end of the Far East War, the military plan formulated by East China to control eastern Mongolia was postponed. First, disaster relief restricted the energy of East China. Second, between September and October, the relationship between East China and Japan was uncertain, and low-intensity wars were possible. At present, East China could not fight on two fronts at the same time, so they could only stop the combat plan against Mongolia first and then decide after the situation became clear.

After Hirofumi Ito visited East China, the relationship between East China and Japan had improved significantly and showed a trend of getting along with each other. However, it was late October and November was about to enter. It was not a good time to use troops in Mongolia. In addition, although the relationship between East China and Japan improved, Bijing was not finalized, and there were also strong opposition voices within Japan. Therefore, there are still many variables in whether East China and Japan can finally improve the relationship. Therefore, after discussion by the Executive Yuan, it was finally decided to temporarily stop the combat plan against Mongolia this year. If the relationship with Japan really improves by the end of the year, this plan will be implemented between February and March next year.

Although the change in the plan has caused some emotions in the Northeast Military Region. After all, the troops that have been sure to participate in the war are all trying to do a big fight. At the same time, the Northeast Military Region has also made a lot of preparations for this military operation. Now that the plan has stopped, all this work has certainly been done in vain, so some emotions are also a normal reaction.
