We must also rely on the blood relationship between the ethnic minorities in Yunnan and Guangxi and the ethnic minorities in the Indochina Peninsula to serve as the forefront of human and resource development. This is equivalent to forcing Chinese ethnic minorities to migrate to the Indochina Peninsula through some kind of suppression, thus expanding the scope of control to the Indochina Peninsula.
