Chapter five hundred and seventy seventh power struggle
In May, Zhao Dongsheng mainly stayed in Hedong Province. After entering June, he was busy dealing with matters related to Warwick Group and the State-owned Assets Administration, and his schedule was very closely arranged.
Although Zhao Dongsheng was very tight, he took time to listen to Bai Xin’s solo music concert held by the National Grand Theater in Beijing in early July. This was her first performance after giving birth, announcing her official comeback and returning to the music and entertainment industry.
The concert was very successful and the audience was filled with seats. When Bai Xin finished playing the last song, all the listeners stood up and applauded, and the applause continued.
However, just as Bai Xin smiled and thanked the audience, a young man in a suit and tie came on stage to present a handful of flowers to her and hugged her enthusiastically. This made Zhao Dongsheng feel a little uncomfortable, but he could not help but. He could not forbid Bai Xin from contacting other men. Moreover, the hug was at the level of etiquette, which was understandable.
As soon as Zhao Dongsheng returned to Huangzhou City from Beijing, Meng Jie, the president of the State Southern Power Company, visited him, hoping that he could coordinate and give the excess electricity emitted from the Huttiaoxia Hydropower Station to the State Southern Power Company to alleviate the tension in summer electricity consumption in provinces and cities around Hedong Province.
After entering the 21st century, the State Electric Power Industry underwent reforms and established the State Southern Power Corporation and the State Northern Power Corporation, which were responsible for national power affairs and was supervised by the State-owned Assets Administration. The Hedong State Electric Power Company is a subsidiary of the State Southern Power Corporation.
The Huttiaoxia Hydropower Station was invested and built by the Huangzhou Municipal Government and the Hedong Provincial Government. The main investor is the Huangzhou Municipal Government, or to be precise, the Warwick Group.
Therefore, after the first phase of the Huttiaoxia Hydropower Station is completed and generated, the main power supply is Huangzhou City, and the remaining part is supplied to other cities and cities in Hedong Province through the newly established Hedong Provincial Local Power Company.
With the rapid development of the national economy, in recent years, every second and third quarters, especially during the peak of summer electricity consumption, electricity shortages will occur in various places to varying degrees, resulting in various places implementing measures to shut down and limit electricity. Since first, it is necessary to ensure the electricity consumption of residents, the targets of shutdown and limit electricity are mainly industrial enterprises with huge amounts of electricity consumption.
Once those industrial enterprises are shut down and power-limited, the production progress will definitely not keep up with the expected plan. Not only will the enterprises be anxious and complaining, but local tax revenue will also be greatly affected.
To this end, every time the electricity consumption peaks across the country, they try every means to increase the electricity quota in their regions, and countries and localities are also building power plants to alleviate the pressure on electricity use.
Last year, the second phase of the Huttiaoxia Hydropower Station was completed, and Unit 2 was successfully reorganized to generate electricity.
Although the power quota of Hedong Province's power consumption for Hedong Province cannot meet the power consumption needs of Hedong Province, the completion of the second phase of the Huttiaoxia Hydropower Station project of Hedong Province can not only make up for the insufficient power quota in Hedong Province, but also the power generation of the No. 2 unit of Huttiaoxia Hydropower Station is only 20%, and the power generation of Unit 1 is only about 50%, and there is still huge room for development.
This situation has led to the Hedong Provincial State Electric Power Company being able to seize power allocation, while the Hedong Provincial Local Electric Power Company holds very wealthy power resources and cannot use it because they cannot sell this electricity to provinces and cities outside Hedong Province.
Although there are only two differences in the names of Hedong Provincial State Power Company and Hedong Provincial Local Power Company, one is "country" and the other is "local", it is precisely the difference between these two words that leads to the two power institutions belonging to two different systems.
The Hedong Provincial State Electric Power Company is a central enterprise and is under the supervision of the State-owned Assets Administration, while the Hedong Provincial Local Electric Power Company is a state-owned enterprise under the Hedong Provincial Government. The two sides have no unified relationship and are competitors in interests, which shows that the two sides cannot live in harmony.
In fact, when the Huttiaoxia Hydropower Station was still in the planning period, the State Administration of Electric Power wanted to assign the electricity generated by the Huttiaoxia Hydropower Station to its jurisdiction, but it was strongly resisted by the Hedong Provincial Government, believing that the Huttiaoxia Hydropower Station is a local project in Hedong Province and is fully funded by Hedong Province, so it naturally has its jurisdiction.
Since the Huttiaoxia Hydropower Station is a sole proprietorship project in Hedong Province, the State Council finally supported the Hedong Provincial Government, believing that it will be of great benefit to the local development of Hedong Province. However, it also shows that the electricity sent by the Huttiaoxia Hydropower Station Hedong Province can only be allocated within the province and cannot be exported to the province, so as to protect the interests of the State Administration of Electric Power.
This also means that if the electricity emitted from the Huttiaoxia Hydropower Station is to be sold to other provinces, it must be passed through the State Administration of Electric Power, which is now the State Southern Power Corporation.
The predecessor of the Hedong Provincial Local Power Company was the Rural Small Hydropower Management Office of the Hedong Provincial Water Resources Department. With the construction of the Huttiaoxia Hydropower Station, it took the lead in establishing a local power company across the country.
Due to the huge power generation capacity of the Huttiaoxia Hydropower Station, in order to compete for the future market, Hedong Provincial Local Power Company has vigorously built its own power grid in Hedong Province since its establishment. So far, the power grid lines have spread throughout Hedong Province, accounting for nearly half of the Hedong Province's power market, and are equally divided with the State Southern Power Corporation, effectively making up for the power gap in Hedong Province.
Although the State Administration of Electricity and the current State Southern Power Corporation have taken many measures to deal with it, the killer weapon is the power grid system in hand, but local power companies in Hedong Province raised funds to build their own network cables, which made this killer weapon lose its power.
However, the State Southern Power Corporation has another killer weapon, that is, if the electricity generated by the Huttiaoxia Hydropower Station is sold, it must pass through them. Otherwise, the huge power generation potential of the Huttiaoxia Hydropower Station will be wasted, especially Unit No. 2, whose power generation capacity is more than twice that of Unit No. 1, and after being connected to the grid, this problem needs to be solved urgently.
Of course, the local power company in Hedong Province knew that this was its shortcomings, so it had been negotiating with the Hedong Province State Power Company, hoping to sell the electricity sent from the Huttiaoxia Hydropower Station to the Hedong Province State Power Company, and then sell it to surrounding provinces and cities through the network of the Southern Power Company.
However, the negotiations between Hedong Provincial Local Power Company and Hedong Provincial State Power Company were not smooth. There were huge differences in the annual power supply to other provinces and the price of electricity access to electricity from other provinces.
In a word, Hedong Provincial Local Power Company hopes that the Huttiaoxia Hydropower Station will maintain a high amount of power transmission every year and compress the price of power grid access to half of the market price on various costs.
Of course, it is impossible for Hedong Provincial Local Power Company to agree. The construction of the Huttiaoxia Hydropower Station is to ensure the economic construction of Hedong Province and to give priority to the electricity consumption within the province. Therefore, the electricity sold to Hedong Provincial State Power Company cannot always maintain a very high level.
What makes local power companies in Hedong Province intolerable is that the price of power grid access is only half of the market price, which is clearly a slaughter.
So the negotiations between the two sides became stalemate. In the eyes of Hedong Provincial Local Power Company, if you can't do such a loss, you will have to slowly digest the electricity from Huttiao Gorge in the province. Hedong Provincial State Power Company believes that Huttiao Gorge Hydropower Station cannot be operated at such a low load. From the perspective of economic interests, local power companies in Hedong Province will bow to them sooner or later.
This is the dispute between the state power and the earth power supply in Hedong Province. In addition to the power emitted by the Huttiaoxia Hydropower Station, the two sides have fierce competition in various cities in Hedong Province, and some contradictions and problems have also accumulated between them, which is difficult to mediate for a while.
With the advent of summer and the increase in electricity consumption across the country, the National Southern Power Company has a very large electricity consumption gap this year. Except for Hedong Province, the bosses of State Power Company of other provinces in various subordinate provinces have asked Meng Jie for electricity.
Moreover, the provincial leaders of those provinces also visited him frequently, hoping to give more power quotas to the province, saying that they are willing to pay 20% to 30% higher than the electricity price to buy electricity, because everyone knows that the Huttiaoxia Hydropower Station has abundant electricity, and also knows the dispute between the State Power and the ground power in Hedong Province. However, for them, as long as they can ensure normal production, electricity prices are really not a problem.
Not only that, some leaders in the capital also asked Meng Jie about the power gap, which put Meng Jie under a lot of pressure.
Meng Jie met with the deputy governor in charge of water conservancy in Hedong Province in April and negotiated the issue of the Huttiaoxia Hydropower Station. However, both of them were sticking to some bottom lines, so that the meeting ended in vain and the two parted in disagreement.
After June, power shortages occurred in many places across the country, which had a significant impact on local life and production.
What was particularly bad is that the National Northern Power Company actually contacted Hedong Provincial Local Power Company in private to discuss the Huttiexia Hydropower Station. The conditions they gave were much more favorable than the National Southern Power Company, which forced Meng Jie to become nervous.
Hedong Province is geographically located in the area at the border between the north and the south of the country. Although the electricity consumption in Hedong Province is under the responsibility of the State Southern Power Company, the electricity in Shanbei Province, which is adjacent to Hedong Province, belongs to the State Northern Power Company.
Therefore, if the National Northern Power Company reaches an agreement with the Huttiaoxia Hydropower Station and use the power grid of the terrestrial power in Hedong Province to connect with the State Power Grid in Shanbei Province, then the electricity can be sold to the National Northern Power Company, which will be a huge blow to the National Southern Power Company.
Because although the State Power in Hedong Province belongs to the State Southern Power Company, there is no requirement that the power of the terrestrial power in Hedong Province can only be sold to them. The State Council’s approval was sold to other provinces through the State Power Administration, while the State Power and the State Power Administration respectively inherited the mantra of the former State Power Administration.
Therefore, if the Northern Power Corporation buys the power of the Hedong Province ground electricity without any technical and policy problems, the worst thing is that the Northern Power Corporation and the Southern Power Corporation will have a fight of verbal battle. As long as the power of the Huttiaoxia Hydropower Station can be bought from the Hedong Shengdi Didi, the Northern Power Corporation will not mind fighting the Southern Power Corporation at all.
Meng Jie did not expect that Xue Wei, the boss of Northern Guodian, could do such a moral thing, and it was simply a fight between the same family. However, he knew Xue Wei when he was in college and knew very well that Xue Wei could do such a thing, so he hurried to Hedong Province to find the deputy governor in charge of water conservancy, and wanted to reduce the conditions to discuss the matter of the Hut Leaping Gorge Hydropower Station.
However, he encountered a soft nail in the provincial government because Hedong Province had reached a preliminary agreement with Northern China Power, preparing to sell the excess electricity from the Tiger Leap Gorge Hydropower Station to Northern China Power. The other party's conditions were much thicker than Southern China Power. The price of the Internet alone was implemented according to the market price. After all, it was already a market economy now.
Meng Jie hated Xue Wei's unrestrained behavior of poaching, and wanted to bring Xue Wei to scold him and slapped him a few times: If Hedong Province is the territory of Northern Guodian, then he would of course use the market price to buy the electricity from Tiger Leaping Gorge. No one can do such things that harm others and benefit themselves, but in this way, Northern Guodian will be passive.
Now Meng Jie knew that Southern Guodian was in big trouble because if Northern Guodian really signed a power sale agreement with Hedong Province's territorial power, he had no effective way to stop it. After all, Northern Guodian is also part of the State Grid. It has the same status as Southern Guodian. It is both a deputy ministerial-level central enterprise, and there is no regulation that states that Hedong Province's territorial power can only sell electricity to Southern Guodian.
Therefore, Meng Jie, who had no choice, hurriedly looked for Zhao Dongsheng, one to sue Xue Wei, and the other to ask Zhao Dongsheng for help.
