As for the solution, it is actually very simple. Emperor Yongzheng of the Qing Dynasty in later generations has already given it.

The Qing Dynasty inherited the system of the Ming Dynasty, but in the late Kangxi years, the old views of the Ming Dynasty basically reappeared. Taxes failed to come up, and land annexation in various places was serious.

Under such circumstances, Emperor Yongzheng directly settled the matter in one fell swoop.

Without tax exemption, it doesn’t matter if you are a local landlord or how many acres of land your family has. How much land you have depends on how much tax you pay; those who have no land do not need to pay tax.

Of course, this also has disadvantages, because the landlord will rent the house, and the pressure will be on the tenants, making their life even more miserable.

There are also solutions, which are to develop industry and commerce and free people from the land.

If you go to work, do business, serve as a soldier, or go to colonize, you just don’t deserve to be tenants. If people have other ways of living, they naturally don’t deserve to be tenants.

That's what Zhu Youxiao wanted to do, but there is a prerequisite for all this, which is official governance. But with the current official administration, no policies are useful.
