It has been nearly four hundred years since the birth of Tongwan City. When Helian Bobo dominated here, Xiazhou was still a land with lush water and grass, suitable for farming and peasantry. Even if the Liang army in the early Tang Dynasty was divided here, it was still a place of wealth, but now it tends to be desertified. But even so, when the Pingxia tribe came to this majestic city, it was still overwhelmed by its spirit! Its outer city was extremely large, but several sections had collapsed, and the front was filled with wind and sand from the north, but the inner city was still standing in place. The inner city is divided into Dongcheng and Xicheng. If soldiers are inside, they can rest or climb up the city wall to defend against the attacking enemies.

As Helian Bobo's Tongwancheng Stone Monument says, this city can be said to be "the sun is hidden in the high corner, and the clouds are rising from the walls", "the building is rising from thousands of miles away, and the foundation is rising from thousands of feet high."

When Tuoba Chaohui of Pingxia tribe led countless tribes to gather in Baichengzi, he couldn't help but sigh at its majesty and gloriousness. Helian Bobo gave them the country name of Xia in the dark and gave them a large fortress that could not be captured. So the Tings of Pingxia tribe repaired the collapsed city wall, repaired the decaying corner tower, laid the wooden rafters again, wrapped the railings with raw cowhide and camel skin, and slightly prepared the gates, roads and palaces of the inner and outer cities, and added some inns for the chiefs who were loyal to themselves, the tribesmen, or used to receive "envoys" from outside.

Now Tongwancheng has regained its vitality. After Tuoba Chaohui changed his name to "Yuanhui" and called himself the Qing emperor, he took the lead in imitating the emperor of the Han area and built a ancestral temple in Xicheng to worship his father who died. He also built a "Tianwang Temple" to worship Helian Bobo to please the founders and protectors of Tongwancheng. He lived in the palace, wore a golden crown, wore a gorgeous silk dress, and enfeoffed wives, concubines and offspring, and enjoyed the treatment of a real emperor.
